Overview
The Quantity surveyor is responsible for managing all aspects of the contractual and financial side of construction projects.
They are also responsible for managing the costs on a construction project and help to ensure that the construction project is completed safely, as specified (contract requirements) and within its projected budget and achieves a margin, developing and maintain great working relationships with all colleagues, clients, other partners and our wider community, and living by our vision and always promote and uphold the values of the Mellior brand.
Job Responsibilities
Commercial & Bid:
* To analyse the tender submission to determine an accurate internal value for procurement allowances and to identify any tender shortcomings. Basically “unpack and re-build the tender”.
* Prepare and submit to the client’s representative, monthly valuations to maximise cash flow and determine an accurate external and internal value.
* Value any changes/variations to the contract promptly and accurately and include the value of variations in interim applications. · Include a forecast final account with every monthly interim valuation.
* Carry out a monthly cost and value reconciliation (CVR) to determine the projects profitability in terms of a trading to date position and a forecast outcome.
* Compile and issue the CVR reconciliation to the Commercial Manager.
* Administer the main contract and subcontracts to comply with the terms and conditions of each contract including issuing the appropriate notices, applications etc.
Design:
* Monitor the development of the design and give cost advice to designers to ensure that the most cost-effective solution to meet the Employers Requirements is utilised.
* Use every effort to ensure that the developing design remains within the cost plan/tender allowances.
* If the design is developing outside of the cost plan immediately advise Mellior senior managers.
* Where appropriate engage with the supply chain in good time to be able to utilise their knowledge and expertise in the developing design.
Construction Delivery:
* Work closely with the project manager to decide the most cost-effective solutions in meeting the Employers Requirements/Contract Specification.
* Work closely with the Project Manager to control and report on the preliminary budget.
* Work closely with the Project Manager and planner to develop a procurement schedule that integrates with the construction programme.
* Supply chain
* Procure subcontractors and suppliers in line with the procurement allowances.
* Utilise the procurement schedule to ensure that subcontractors and suppliers are procured on or before the programme procurement dates to maintain, or where possible better, progress.
* Place subcontract orders based on Mellior’s standard terms and conditions and use the standard subcontract documents to protect Mellior contractually and commercially.
Client:
* Maintain close relationships with the client and his team and develop professional and cordial working relationships.
* Comply with the terms and conditions of the main contract to keep the client informed of delays, loss and expense, variations, etc.
* Maintain a close professional working relationship with the project Manager and the wider Construction team.
* Manage staff that may be reporting to you and delegate appropriate responsibilities and develop their technical and personal skills to improve and enhance their capabilities and the outcome of the project.

Knowledge and skills experience:
Managing and develop a professional working relationship with the client.
Work in collaboration with the project manager to ensure the right solutions as per the Contract Specification.
Proven knowledge of completing monthly cost and value reconciliations.
Previous design and cost control management
A good working knowledge of MS Excel and experience of using other specialist software.
Excellent relationship-building and interpersonal skills
The ability to work as a team

Attention to detail and a methodical approach to work.
Analytical, commercially aware with high attention to contract details and agreed specifications.
Qualifications
Minimum - degree qualification in Quantity Surveying
An equivalent degree/higher level qualification in similar field i.e. commercial management or a related construction subject
