Senior Technical Officer - Combined Packaging Regime - South East - 30808

This position is within the Combined Packaging Regimes department of Environmental Markets and Regulation. Our national team operates across England to ensure consistent regulatory enforcement, with a focus on the Southeast and the national Packaging Extended Producer Responsibility (pEPR) initiative.
The role involves ensuring companies correctly dispose of waste by enforcing government regulations — 'right waste, right place' — and leading compliance and enforcement activities.
Responsibilities include:
* Conducting audits and enforcement in the field and desk-based settings.
* Analyzing complex data to inform decisions.
* Mentoring and coaching regulatory officers on auditing packaging producers under new regulations.
* Providing technical leadership, training, and guidance to auditors.
* Monitoring the quality of regulation enforcement.
* Responding to technical queries and diagnosing issues to develop solutions.
* Developing compliance checks and enforcement plans.
Responding to incidents is a key part of the role, requiring availability for incident response and business continuity support, with appropriate training and potential additional payments.
Team and Department
Environmental Markets and Regulation promotes health, safety, well-being, and development. Our regulatory scope includes Packaging Waste, Waste Electrical and Electronic Equipment, Batteries, and International Waste Shipments.
Candidate Requirements
* Proven experience with Producer Responsibility regulations, ideally pEPR.
* Willingness to travel outside of base area.
* Strong influencing skills and ability to build relationships in complex environments.
* Experience in coaching and mentoring.
* Ability to manage multiple priorities effectively.
* Experience in improving work efficiency.
* Ability to interpret legislation and technical guidance accurately.
* Full UK driving license.
