Partnering Health Group (PHL) are looking for a Medical Lead to work within our Staffordshire GP OOH Service. We are an experienced integrated urgent healthcare organisation responsible for providing a variety of health care services.

The Medical Lead will be responsible for the clinical oversight and leadership of their service(s). They will be responsible for recruiting, inducting and performance managing the medical workforce for the service, and ensuring excellent care is provided by all clinicians at all times.

The Medical Lead will work together with the Service Delivery and Performance Manager and Clinical Site in leading the delivery of high quality, safe and effective urgent care services, providing assurance to the Medical Director and the Leadership Team.

The post-holder will spend 16Hrs per week completing the Medical Lead (Management time) role and a proportion of their time (minimum 8-12 hours per week pro rata) working within PHLs clinical services to maintain their clinical skillset and connection to front-line care delivery. This will be in addition to your Medical Lead hours.


Main duties of the job

* Be visible and responsive to the needs of the clinical workforce, including being available at times out of normal working hours where needed and being part of escalation processes
* Represent PHL at local meetings with Partners, Commissioners, NHSE, CQC and stakeholder groups (e.g., Integrated Clinical Governance Meetings), embedding the UCD into the local healthcare system
* Act as the line manager to the medical workforce (GPs and other doctors)ensuring they are supported and equipped to perform their clinical duties fully and effectively and the day-to-day delivery of high quality, safe clinical care
* Support medical professional regulatory processes including workforce compliance, revalidation, fitness to practice and disciplinary processes
* Provide assurance to the Senior Leadership and Executive Operational Delivery Team
* Undertake timely investigation and management of serious incidents, complaints and other untoward incidents, and embed any associated learning within the Service
* Ensure clinical guidelines for the Service are reviewed and up to date, including all electronic versions (used by remote and out of area clinicians)
* Oversee recruitment, induction, ongoing support, performance management and workforce planning for medical staff in the Service
* Manage clinical performance, by delivering constructive feedback to colleagues and, where required, appraisals and supervision

Job responsibilities

* Provide professional leadership for the Service and foster a culture which values continuing professional development and strives for excellence in the delivery and outcomes of patient care
* Be visible and responsive to the needs of the clinical workforce, including being available at times out of normal working hours where needed and being part of escalation processes
* Provide expert advice to the Service Delivery & Performance Manager, the Clinical Service Manager and clinicians throughout the service
* Provide professional leadership for the planning and strategic direction of the Service, securing the support and commitment of staff and key stakeholders
* Represent PHL at local meetings with Partners, Commissioners, NHSE, CQC and stakeholder groups (e.g., Integrated Clinical Governance Meetings), embedding the UCD into the local healthcare system
* Act as the line manager to the medical workforce (GPs and other doctors) ensuring they are supported and equipped to perform their clinical duties fully and effectively and the day-to-day delivery of high quality, safe clinical care
* Support medical professional regulatory processes including workforce compliance, revalidation, fitness to practice and disciplinary processes
* Lead on Clinical Audit for the Service. Support the clinician case review process (call and notes audit)
* Provide assurance to the Senior Leadership and Executive Operational Delivery Team
* Undertake timely investigation and management of serious incidents, complaints and other untoward incidents, and embed any associated learning within the Service
* Lead compliance with Care Quality Commission (CQC) regulation for the Service, in conjunction with Service Delivery & Performance Manager and Clinical Site Lead
* Ensure clinical guidelines for the Service are reviewed and up to date, including all electronic versions (used by remote and out of area clinicians)
* Oversee recruitment, induction, ongoing support, performance management and workforce planning for medical staff in the Service
* Manage clinical performance, by delivering constructive feedback to colleagues and, where required, appraisals and supervision


Person Specification


Experience

* Experience of clinician training and supervision.
* Significant experience in safeguarding.
* Clinical governance experience.
* Able to demonstrate a high level of professional practice.
* Current / recent experience as a GP trainer.
* Experience of developing and reviewing clinical policies.
* Experience of management of clinicians including performance/conduct issues.
* Experience of managing CQC compliance.
* Experience of delivery of Urgent Treatment Centres.
* Experience of delivery of 111 services.
* Experience of delivery of virtual healthcare services.
* Experience using Adastra Clinical Records System.


Qualifications

* An established doctor with considerable experience of primary care out of hours or urgent care work.
* On an English performers list.
* Up to date with NHS Appraisal and Revalidation requirements.
* Possess a current and full registration with the General Medical Council.
* MRCGP.
* Postgraduate Medical Education Diploma/Higher Degree.
