They are supported by adults who understand them, are skilled, and work together effectively. 4. They have their own space that is comfortable, stable, and well maintained. 5. They receive high-quality, tailored support that sustains their health and wellbeing. 6. They experience strong, trusting, and meaningful relationships within their support system. 7. They are supported to learn and apply skills for independent adult living 8. They feel positive about their future and opportunities. Service Description Ofsted-registered Supported Accommodation services for care- experienced young people aged 16-18, regulated under the Supported Accommodation (England) Regulations 2023. Alongside this, we operate 18 Semi-Independent services, providing tailored support for young adults transitioning into independence. Our services are rooted in participation, equality, and relational practice, ensuring that young people feel safe, respected, and empowered. Job Purpose The Service Manager is responsible for the day-to-day management and operational oversight of designated homes across both Supported Accommodation and Semi-Independent services. They are accountable for: - Leading and supervising Deputy Managers and Team Leaders. - Supporting the RSM in meeting all regulatory, safeguarding, and quality requirements. - Ensuring every home delivers safe, structured, and high-quality support to young people. - Embedding the organisation's ethos, ensuring young people's voices shape and mould the support they receive. - Acting as inductors for new staff and playing a key role in performance management. - Advocating for young people at all times, ensuring their needs, wishes, and aspirations are central in all decisions. - Promoting wellbeing, aspiration, and positive outcomes, so that young people leave YLT more resilient, independent, and hopeful about their futures. General Duties - Manage and oversee daily operations across designated homes. - Line-manage Deputy Managers and Team Leaders, ensuring effective leadership of frontline staff. - Deliver monthly supervision and annual appraisals in line with YLT policy. - Form part of the Out of Hours duty team, ensuring responsive management support. - Ensure services are delivered in line with the Statement of Purpose for each home. - Ensure compliance with key legislation, including: 1. Supported Accommodation (England) Regulations 2023 2. Children Act 1989 & 2004 3. Working Together to Safeguard Children 2023 4. Data Protection Act 2018 & GDPR 5. Equality Act 2010 6. Health & Safety at Work Act 1974 - Contribute to the regular review of policies and procedures, including the Local Area Risk Assessment (LARA). - Ensure homes remain compliant with Ofsted SCCIF standards and are inspection-ready at all times. - Monitor staffing rotas to ensure safe, cost-effective coverage. - Build positive relationships with external professionals, commissioners, and communities. - Work collaboratively with the RSM and HR team to deliver recruitment, induction, training, and performance management. - Immediately escalate safeguarding, serious incidents, or regulatory issues to the RSM/NI. Specific Duties Safeguarding & Protection - Act as Deputy DSL, escalating concerns promptly to the RSM/NI. - Ensure Integrated Risk Assessments are in place and updated monthly, or more frequently as needed. - Ensure safeguarding concerns, incidents, and allegations are recorded and escalated in line with procedures. - Support young people at risk of going missing, ensuring episodes are recorded, monitored, and debriefs are completed. - Maintain safeguarding, missing, and complaints logs, escalating themes to the RSM. - Ensure young people are supported to access independent advocacy. - Support delivery and monitoring of safeguarding training compliance. Support Planning & Outcomes - Ensure Support Plans are reviewed monthly (or more frequently as required), outcome-focused, and co-produced with young people. - Facilitate monthly case management meetings, ensuring progress is tracked and recorded. - Oversee keyworker allocations and ensure consistent, trusted adult support for each young person. - Ensure young people have access to a range of structured activities that build resilience, confidence, and independence. - Work with external agencies and community partners to broaden opportunities and support safe engagement. - Champion education, training, and employment (ETE) by supporting attendance, celebrating achievements, and embedding ETE in all planning. - Promote resilience, wellbeing, and independence skills so young people leave services better prepared for adulthood. - Ensure smooth transitions into and out of the service, including admissions, planned moves, and move-on support. - Advocate on behalf of young people in all forums, ensuring their aspirations are central to all decisions\ Accommodation & Environment - Ensure all homes are safe, well maintained, and compliant with H&S and fire safety regulations. - Complete regular checks on maintenance, repairs, and environmental standards. - Work with H&S colleagues and contractors to resolve issues swiftly. - Ensure accommodation is furnished and personalised to support a welcoming environment. - Complete monthly Health & Safety compliance reviews and feed into the organisational H&S reporting cycle. Staff Development & Management - Provide induction to new staff and ensure they are equipped to deliver high-quality support. - Provide monthly supervision and annual appraisals to Deputy Managers, Team Leaders, and designated staff. - Support safer recruitment processes and probation reviews. - Attend interview panels as required and ensure safer recruitment practices are followed. - Actively contribute to staff performance management, addressing capability, conduct, or development needs. - Work in partnership with the RSM and HR team to monitor staffing structures and maintain compliance with policy and law. - Ensure 100% staff compliance with mandatory training and CPD requirements. - Deliver or co-deliver briefings, training, and induction sessions as required. - Promote staff wellbeing and retention, encouraging reflective practice and professional growth. - Mentor Deputies and Team Leaders to strengthen succession planning. Quality Assurance & Compliance - Support the RSM in inspection readiness by conducting internal audits and spot checks. - Contribute to Regulation 32 reviews by supplying accurate data, records, and analysis. - Ensure trackers (Annex A, safeguarding, complaints, incidents) are kept up to date. - Monitor KPIs for homes and address performance issues in partnership with the RSM. - Ensure all homes consistently deliver against the Supported Accommodation Quality Standards. - Contribute to policy reviews and ensure policies are implemented effectively across services. - Ensure accurate and timely records are kept on digital systems (e.g. Nourish), in line with GDPR and data protection requirements. Stakeholder & Community Engagement - Liaise with social workers, PAs, commissioners, and other professionals to promote young people's outcomes. - Represent YLT at reviews, panels, or meetings as delegated by the RSM. - Support commissioner reviews, monitoring visits, and audits with accurate data and professional presentation. - Develop constructive relationships with local agencies (schools, colleges, health, police, youth offending, CAMHS) to strengthen young people's opportunities and contextual safeguarding. - Promote positive community links to support inclusion and resilience. Finance & Resource Management - Monitor petty cash, food, and activity budgets in line with policy. - Oversee and support young people's Housing Benefit and Universal Credit applications, ensuring accuracy and timely submission. - Support financial accountability by monitoring rent and service charge processes. - Ensure efficient use of resources, escalating variances or concerns to the RSM. Crisis Leadership - Manage the duty phone on a rota basis and respond to emergencies. - Lead effectively during crises, safeguarding young people and supporting staff. - Cover shifts where necessary to ensure safe staffing. 6 Person Specification for the post of: Service Manager Essential Desirable Experience and qualities Education/training/ qualifications/regis- tration Specialist Knowledge Working arrangements and physical/emotional requirements - Minimum 2 years' management/supervisory experience in supported accommodation or related services. - Level 3 in Health & Social Care (or equivalent) and commitment to complete Level 5 Leadership & Management. - Strong knowledge of Supported Accommodation (England) Regulations 2023 and Working Together 2023. - Experience of Integrated Risk Assessments, support planning, and staff supervision. - Skilled in staff induction, supervision, rota planning, and performance management. - Strong safeguarding knowledge, including missing from home protocols. - Experience of working with external agencies to promote education, training, and employment. - Excellent written, IT, and organisational skills. - Flexible and resilient, able to work evenings, weekends, and emergencies. - Experience of inspection readiness and Ofsted/SCCIF frameworks. - Experience managing multiple homes. - Advanced IT/QA system skills. - Experience supporting high-risk or complex young people.
