Overview
The MoJ Implementation Unit (IU) seeks a proactive Lead Implementation Adviser to deliver high-profile IU projects, lead small project teams from scoping through to final report and presentation, and engage directly with decision-makers, senior officials and frontline staff. You will translate complex evidence into clear, actionable recommendations that support better decision-making and drive improvements across the justice system. You will also play a leadership role within the IU: line managing colleagues, coaching the wider team, and strengthening our methods, tools and ways of working. About the team
The MoJ IU is part of a cross-Whitehall network, giving access to tools and methodologies used across government. The team sits at the centre of the department within the Strategy, Priorities and Innovation (SPI) Directorate. We work across prisons, probation, courts and frontline settings to support strategic, systems leadership and effective governance. Our reports blend frontline evidence with policy, data analysis and evidence reviews, and we experiment with new technologies, tools and methodologies. Responsibilities
* Lead the delivery of IU projects from scoping through to final report, ensuring they are robust, timely and aligned with departmental priorities.
* Gather and analyse frontline evidence, combining qualitative and quantitative sources to deliver clear, evidence-based insights.
* Translate complex findings into clear, compelling reports using written and visual design techniques to land messages with Ministers, senior stakeholders and delivery partners.
* Lead engaging workshops and presentations from initial scoping to sharing project findings, facilitating constructive discussions that influence outcomes.
* Provide line management and coaching to colleagues, modelling a supportive and high-performing team culture.
* Innovate IU processes and tools, and help shape future project opportunities by building networks across the department.
Location, travel and working patterns
Whichever your base location, the role involves some travel within England and Wales (including occasional overnight visits). Fieldwork may be carried out on-site in prisons, courts and probation settings. Travel and subsistence costs are covered in line with MoJ policies. The MoJ offers hybrid working where business needs allow; minimum 60% of working time in the office, subject to local estate capacity. Arrangements are discussed with successful candidates and reviewed regularly.
Interview process and behaviours
Interviews are likely to be conducted via video and will include questions about the behaviours needed for the role. You may be asked to prepare a presentation. The behaviours we are looking for are: Leadership; Communicating and Influencing; Working Together; Making Effective Decisions.
Desirable skills and experience
* Awareness of qualitative and quantitative research techniques.
* Understanding of or experience within the justice system.
Salary and benefits
The national salary range is £58,511 – £65,329; London range is £63,343 – £70,725. Salary depends on base location. The MoJ offers a range of benefits including annual leave, pension, training, flexible working, and employee networks. See official guidance for full details.
