This role will lead and manage a team providing legal support to the Environment Agency covering Commercial Law and Property Law.

The Commercial Law Team advises on all aspects of commercial law and contracts including procurement law, outsourcing and construction contracts, competition and state aid rules. The team advises on partnership funding agreements for FCRM, projects, future funding, commercial opportunities, collaborations with external parties and grant arrangements. They advise on managing commercial risks, intellectual property and on the use of data. The team also assists in dispute resolution, litigation, injunctions, income recovery and in managing the commercial risks from our regulatory roles such as the Emissions Trading Scheme registries.

The Property Law Team provides general legal advice on all aspects of land law and any civil challenges resulting. The team advises on the acquisition and disposal of property interests, for example, supporting our programme of FCRM Capital Works. This involves a wide range of issues including the termination and renewal of commercial leases. The team also advise on the acquisition and disposal of property interests for the corporate estate and on the management of operational land and commercial opportunities.

You will develop and maintain relationships at a management level, providing an intermediate escalation point on legal issues for key internal Executive Managers and Managers to anticipate and resolve issues, promoting effective partnership working.

As with all Senior Managing Lawyer posts you will also be required to own, manage and deliver agreed issues on behalf of the Legal and Audit Services Leadership Group.

The team

The role is part of the Legal and Audit Services Leadership Group. As a strong lawyer and leader, you will take the lead for legal services in advising the Corporate Management Team and supporting the Environment Agency’s relationship with Defra Corporate Services. You will also need to maintain strong relationships with Estates and with teams in Defra Corporate Services including Finance, DDTS and Commercial.

Experience/skills Required


* Experience managing and leading a team;
* Experience implementing change in a team or transferrable skills relating to this experience.
* Experience of handling complex technical issues;
* Extensive experience of advising on one or more of the following relevant specialist legal areas: Commercial Law and Contracts, Property Law;
* Significant experience of advising on Public law and Governance relevant to Commercial law or a willingness to quickly learn these areas;
* Thorough and up-to-date knowledge of relevant legislation or must be able to get up to speed rapidly;
* Confidence and experience to assimilate a new area of environmental or other area of law quickly;
* The ability to write detailed legal briefings on legal topics for use at director/board/government level, and to compose correspondence in response to parliamentary questions;
* The confidence and ability to brief orally at director/board/government level;
* Experience of working effectively at a national level and/or with government (where appropriate).
