Purpose of post

This is a fantastic opportunity to shape the future of nature in Wales.

From the air we breathe, to the water we drink, and the food we eat, nature is an essential part of our lives. It contributes to our health and well-being and is an important tool in tackling climate change.

Welsh Government is developing a new approach to sustainable finance for nature recovery. This approach is intended to increase and diversify the funding available so that we can effectively tackle the nature emergency and the pressures that drive biodiversity loss – including climate change, pollution, and unsustainable management of natural resources.

The Climate Change, Environment and Infrastructure Committee (CCEI) report into halting and reversing biodiversity loss recommended that a strategic, long-term approach to financing nature recovery is urgently needed. CCEI recognised private sector investment as key to addressing the funding gap and that whilst private investment in nature recovery is already happening in Wales, the lack of a clear strategy risks slowing progress.

This role will build on the CCEI recommendation to develop a comprehensive nature finance strategy, exploring the actions Welsh Government can take to unlock the requisite high-integrity investment to deliver on policy commitments for people and nature, now and for future generations. This is a significant growth opportunity for Wales, with multiple benefits across the economy, green job creation and health and well-being alongside ecosystem resilience.

The role includes strategic engagement with other UK administrations, Natural Resources Wales, BSI, key delivery partners and internal engagement across Welsh Government, collaborating on joint action supporting Welsh Government policy objectives.

Key tasks

* Assess and set out the scale of investment needed for nature recovery in Wales.
* Working with stakeholders, develop and publish a comprehensive nature finance strategy for Wales.
* Develop a framework for nature markets (mandatory and voluntary).
* Working with stakeholders to develop an investment readiness fund.
* Working with other UK administrations to deliver the BSI nature investment standards programme.
* Represent the policy area and Welsh Government at external meetings or networks, becoming expert in this policy area
* Establish effective external and internal relationships, ensuring stakeholder feedback informs policy development and legal drafting of regulations.
* Leading all relevant Ministerial and government business such as producing briefings, correspondence, lines, and responding to Senedd committees' scrutiny sessions.

If applying on a Loan basis: The role is open to substantive SEO's within the Civil Service on a lateral basis only.

If applying on a Secondment basis: Inward secondees are not eligible for any Welsh Government pay award or reward during the secondment. They will remain on their existing basic salary, with no alignment to WG salaries, or spine points, during the secondment.

The secondee will be eligible for expenses under their parent organisation's terms. Welsh Government will reimburse these on production of copies of receipts and evidence of payment to the employee.

This is a temporary post expected to last 2 years. At the end of the opportunity, you will be expected to return to your parent organisation.

In the event of a large number of applications, an initial sift will be conducted against the lead assessment criterion: Experience 2.
