About the role
Buckinghamshire Council is seeking a motivated and detail‑oriented Strategic Procurement Officer to support the delivery of compliant, value-driven procurement activities across a diverse range of council services. The position is part of the newly restructured Strategic Procurement Team, based within the Services and Supplies Business Partner team.
Key responsibilities
* Support the end‑to‑end procurement activity in line with the Public Contracts Regulations and internal policies, from pre‑procurement engagement to contract award.
* Liaise with service areas to develop business case and service specification documents.
* Manage the procurement process for above‑threshold procurements, including contract negotiations and ensuring compliance with relevant legislation.
* Drive value and sustainable outcomes in partnership with service areas.
* Provide clear, balanced, and accurate advice to service departments and commissioners.
* Prepare tender documentation, including specifications, evaluation criteria, and terms and conditions.
* Champion the use of the In‑Tend e‑procurement system to run tender processes and maintain audit trails.
Qualifications & experience
* Strong commercial mindset with experience delivering across the full procurement and supply lifecycle.
* Knowledge of PA23 or PCR2015 procurement frameworks and the ability to lead above‑threshold projects.
* Proficiency in e‑procurement systems such as In‑Tend or similar portals.
* Excellent communication, stakeholder engagement and negotiation skills.
* Agile, self‑directed and capable of managing multiple tasks in a busy environment.
Working arrangements
Any‑desk working. You will need to be connected to our network to access digital folders and resources, either from home or an office location when required. The role requires occasional office attendance, typically a couple of times a week, with the team meeting together every Thursday.
