Job Title: Digital Programme Manager
Location: Gloucestershire
Contract Type: 12-month fixed-term contract, with a view to permanent
Salary: Up to £54,500
We’re working with a local authority that’s committed to delivering its digital strategy and transforming how services are provided to residents. They’re looking for a Digital Programme Manager to lead this change, shaping and embedding a programme that will continue beyond the initial contract.
The Role
You’ll be responsible for:
Driving delivery of the council’s digital strategy, ensuring projects deliver measurable outcomes.
Building and managing a transformation programme with clear governance, reporting, and assurance.
Leading multiple workstreams across technology, processes, and cultural change.
Engaging senior stakeholders, including directors, heads of service, and elected members.
Managing risks, dependencies, and benefits realisation across the programme.
Experience Required
Significant experience as a Programme Manager in digital transformation.
Proven ability to set up and deliver large programmes, ideally within local government or public sector.
Strong stakeholder engagement and influencing skills at senior level.
Understanding of agile delivery, user-centred design, and digital service standards.
Awareness of the financial and operational challenges facing local authorities.
