The Opportunity
This is a senior role combining:

Business development and strategic partnerships
*
Relationship management with commissioners and stakeholders
*
Mobilisation and delivery of new care contracts
You will work side-by-side with the Operations Director, acting as a trusted right hand across strategy, growth, and execution. You’ll help drive expansion across existing services, play a key role in developing our newly acquired business, and lead the mobilisation of large newly secured contracts across the North West.
This role offers real ownership, visibility, and influence, it is ideal for someone who wants to be deeply involved in both winning work and making it operationally successful.
What You’ll Be Doing
Strategic Partnerships & Business Development

Build, nurture, and maintain strong relationships with commissioners, case managers, independent brokers, and local authorities
*
Leverage your existing network and turn conversations into tangible opportunities
*
Identify, shape, and secure new business aligned to C4 Care’s growth strategy
*
Support and contribute to tenders, proposals, pitches, and presentations
*
Work closely with senior leadership to drive business development and expansion plans
Mobilisation & Contract Delivery
*
Lead the end-to-end mobilisation of new complex and children’s care contracts, from award through to operational readiness
*
Develop and deliver mobilisation plans, ensuring KPIs, timelines, reporting, and compliance requirements are met
*
Coordinate across operational, clinical, recruitment, compliance, and regulatory teams
*
Chair mobilisation meetings, manage risks, escalate issues, and drive resolution
*
Oversee recruitment, onboarding, training needs analysis, and resourcing aligned to contract requirements
*
Support service model development, budgeting, and workforce planning
Operational Support & Leadership
*
Act as a true right-hand to the Operations Director, supporting day-to-day priorities, projects, and strategic initiatives
*
Play a central role in strengthening and growing our services and wider regional footprint
*
Travel across C4 Care offices and service locations in the North West as required
Who We’re Looking For
*
Significant experience in senior business development, partnerships, mobilisation & project management roles within homecare
*
Strong understanding of care commissioning, tendering, mobilisation, and regulatory requirements
*
Proven ability to manage complex projects and coordinate multi-disciplinary teams
*
Tender-savvy, with experience contributing to or leading successful submissions
*
Well-connected within the care sector, with strong stakeholder relationships
*
Highly organised, structured, and excellent at follow-through
*
Resilient, proactive, and confident managing pressure and competing priorities
*
Hands-on and adaptable, comfortable working strategically and operationally
*
Excellent communication, stakeholder engagement, and reporting skills
*
Full UK driving licence and willingness to travel across the North West
