Overview
We are seeking a highly skilled Senior Sourcing Manager to lead our procurement portfolio, ensuring compliance, efficiency, and delivery of significant cost improvement programmes. This is a senior role, responsible for shaping long-term sourcing strategies, leading complex contract negotiations, and advising the Trust stakeholders on all procurement matters. You will play a pivotal role in developing and implementing procurement policies, driving cost improvement targets, and strengthening supplier relationships. You\'ll be part of a high-performing sourcing team, working together to ensure you are empowered to deliver excellent results for the Trust.
Key Responsibilities
* Lead and manage procurement contracts across the Trust and ICS where required.
* Provide expert advice to the Senior Management Team on procurement, tendering, and Procurement law.
* Develop and implement long-term sourcing and cost improvement strategies.
* Negotiate high-value, complex contracts and resolve contractual disputes.
* Build strong relationships with stakeholders and clinical teams to ensure best-value outcomes that support patient care.
* Deputise for the Director of Procurement when required.
About You
We are looking for a motivated and dynamic team player with:
* MCIPS qualification (or equivalent experience).
* Significant experience in procurement at a senior level, ideally within a complex healthcare or public sector environment.
* Proven success in delivering large-scale cost improvements and managing complex contracts.
* Excellent negotiation, influencing, and communication skills at executive level.
* Strong strategic thinking, with the ability to balance competing priorities.

Job responsibilities
Specific Responsibilities:
* Lead the negotiation of highly complex/high value commercial contracts.
* Resolve legal challenges from unsuccessful bidders through debrief procedures under Public Procurement Regulations and, where necessary, through formal arbitration.
* Resolve contractual disputes with incumbent suppliers and ensure appropriate contingency and exit plans are in place.
* Act as the procurement expert for the Trust on Public Procurement Regulations and related case law.
* Lead detailed financial analysis and modelling of spend categories and operational processes to support options appraisal.
* Ensure tender evaluation methodologies are appropriate for different purchasing scenarios and compliant with Public Procurement Regulations.
* Develop and manage an annual Procurement Calendar detailing planned initiatives and a 5-year Portfolio Strategy affecting all non-pay spend.
* Prioritise initiatives within the Procurement Calendar and Portfolio Strategy to balance competing priorities and deliver to plan.
* Engage clinical stakeholders through Product Selection Group and direct involvement in purchasing decisions impacting patient care.

Person Specification
Education and Training (Essential)
* MCIPS or equivalent
* PRINCE II Practitioner or equivalent
* MBA or equivalent
* ECDL Advanced
Knowledge and Skills (Essential)
* Expert knowledge of purchasing and contracting including Public Procurement Regulations and NHS SFI\'s
* Ability to interpret statutory and DH guidance and recommend actions
* Excellent persuasion, negotiation, and interpersonal skills
* Advanced organisational skills
* Understanding of NHS purchasing function strategy and other sectors
* Skilled in complex contract negotiations
* Ability to balance many priorities and switch between activities
* Ability to manage staff at all levels

Experience
* Significant experience at a senior level, leading a large team and delivering a professional portfolio service in a multi-complex environment.

* Experience of multi-portfolio management and achieving significant cost reductions
* Demonstrated delivery of cost improvement targets to support NHS Trusts\' annual plans
