Essex County Council are pleased to be supporting Harlow District Council to recruit a temporary Pre-Construction Project Manager on a 12-month basis. Please note that this post requires the successful individual to be based on site a minimum of 2 days per week.

Harlow is an authority with big ambitions. Our Housing capital programme for investment work to occupied stock is worth over £51m for 25-26 and is likely to be significant for future years. The role:
Harlow Council is looking for two experienced capital delivery project managers to manage the pre-construction phase of its major works programme. The programme will deliver large scale refurbishment and component replacement projects to occupied council homes.
Key responsibilities:
The pre-construction elements of the role will involve working closely with the Asset Data team to identify priority estates and buildings, co-ordinate site investigations and scope and package the work that will be involved. You will also be required to liaise with the Procurement team to ensure the work is tendered for and finally hand over the project to the delivery team during the pre-start phase.
The pre-construction team will build and prepare the programmes of work for the next few years and ensure that projects are fully scoped, cost Commercial team and will work closely with colleagues in the delivery team.
The experience you will bring:
1. You must have demonstrable experience in delivering major works projects in occupied residential buildings, or have managed the detailed planning of such projects
2. Previous experience gained within a Local Authority would also be advantageous
3. Strong team player who can work at pace and manage multiple workstreams
