Operations Engineer – MOB Lead – 6 Month Fixed Term Contract
The Operations Engineer – MOB Lead is part of a focused team committed to the efficient design, construction, operation and maintenance of safe and compliant gas, electricity and water distribution networks with a specific focus on gas supplies to multi occupancy buildings (MOBs).
The Operations Engineer – MOB Lead is responsible for the management of all assets related matters within their remit, ensuring compliance with safety, operational and technical requirements including regulatory and industry standards, and ESP’s own internal policies, procedures and processes.
The Operations Engineer – MOB Lead will provide specific technical support to customers and internal stakeholders on MOB and ensure our service providers are delivering a compliant service within agreed performance standards. As ESPUG is a multi-utility business, continued personal and professional development in gas, electric and water networks is essential to build resilience and competence within the Operations team.
Key Accountabilities
* Ensuring the requirements of the ESPUG’s Health and Safety Policy are met.
* Ensuring the requirements of the ESPUG’s Asset Management System are met.
* Ensuring compliance with ESP’s internal design and construction policies and standards.
* Ensuring compliance with IGEM/ENA/ESP’s design, construction and safety standards as appropriate.
* Ensuring compliance with ESP’s MOB specific internal design and construction policies and standards.
* Ensuring compliance with IGEM/G/5 and BSR design, construction and safety standards as appropriate.
* Attending and participating in reviews and updates of the current operational procedures and technical standards.
* Providing support to ensure all MOB related company, regulatory and industry requirements are understood by our customers and service providers and any non-conformities are managed in accordance with ESP requirements.
* Assist in maintaining current accreditations, qualification of new accreditations and industry compliance for all ESPUG assets.
* New assets – provide assurance that MOB assets are being designed, installed, tested and commissioned as fit for business purpose, complying with applicable Industry, Regulatory, Legislative and ESP standards and requirements through site visits, inspections and assurance of internal audits.
* Existing assets – provide assurance that MOB assets are being inspected, maintained, repaired, replaced or upgraded to comply with applicable standards through site visits, inspections and review of job reports.
* Ensuring that service provider Health and Safety requirements are suitable, sufficient and implemented for MOB works.
* Providing data, information and reports on MOBs through audit, inspection and review to enable Asset Management System objectives to be met.
* Provide effective monitoring, operational support and guidance to ensure that assets to be adopted are constructed safely, efficiently and cost effectively.
* Management of remedial works, supply and service contracts and oversight of any outsourced works.
* Collaborate with the HoNO and Operations support to ensure ESP’s MOB specific technical and safety audits and inspections are scheduled and undertaken, taking ownership of ensuring customer requests for inspections are responded to within SLA.
* Undertake and support technical investigations e.g. interference damage, network incidents, supply interruptions, PRI faults and other issues that may arise in region and provide additional support to MOB related investigations.
* Participate in STC onboarding reviews of new and existing UIPs/ICPs, customers and other service providers to ESP.
* Assist with UIP SCO compliance including site inspections or CP and AE duties
* Participate in the ESP out of hour’s standby rota(s).
* Support customer and consumer complaints to satisfactory resolution.
* Any further duties as reasonably required from time to time.
Person Specification
* Demonstrate 5+ years’ experience in the gas distribution/gas transportation industry.
* Have knowledge and experience of new gas distribution networks and assets including MOBs and their design, construction, operation and maintenance.
* Possess robust knowledge and understanding of relevant health and safety, industry standards, regulations, specifications and legislative requirements associated with a range of gas assets and their operation.
* Able to apply an innovative and customer focused approach to problem solving.
* Excellent verbal and written communications skills.
* Skilled at communicating technical and operational subjects in an accessible and straightforward manner with a range of stakeholders.
* Excellent relationship and contractual management skills.
* Skilled in establishing and managing relationships with our customers and stakeholders, and able to influence customer behaviours and outcomes.
* Able to confidently challenge non-compliant actions and activities within a construction environment.
* Knowledge of the New Roads and Street Works Act 1991 (NRSWA)
* Knowledge of wayleaves, easement and land transfer requirements and negotiations.
