Job Purpose
Supporting the Principal Architect in the development and provision of strategic design philosophy and standards, the post holder will take a lead in the design, management and implementation of key projects in support of the Council key objectives and programmes.
To deliver the following outcomes

Main Duties and Responsibilities
The post holder will contribute to the delivery of a service plan, for their team and the wider department, which will be managed through a performance framework.
The post holder will be required:
1 To support the development of the Councils Capital programme strategy and effectively manage the Council Capital resources.
2 To support the Principal Architect in the development of policies and standards necessary to support the function of the team and of support of excellence in design.
3 To support the Principal Architect in the development of a comprehensive framework of procedures to provide a consistent approach to scheme delivery, whilst consistently ensuring effective and efficient management of all projects.
4 To implement systems and procedures necessary for the effective financial monitoring and management of works and the identification, evaluation and management of project risks. Identify scheme specific requirements and, in conjunction with others, establish achievable work programmes.
5 To identify and understand Client’s requirements and develop a comprehensive design brief for all proposals / schemes.
6 To identify design input requirements for each project and ensure that links with other teams and services are accounted for.
7 To take the lead design and / or project lead role for specific projects as directed. Direct and co ordinate input of all disciplines to ensure delivery of projects within the requirements of design brief and agreed timescales.
8 To identify and develop effective, imaginative and innovative design solutions to meet scheme requirements in an objective and cost-effective manner.
9 To work within overall procedural framework, whilst developing and updating systems and procedures to manage risk and financial resources effectively. Manage project delivery and ensure that individual scheme objectives are achieved.
10 To ensure that all design work is carried out in compliance with Construction Design and Management (CDM) Legislation.
11 To deputise for the Principal Architect or other project leads as required.
12 To support lead designers and other project leads in service delivery.
13 To provide technical support and design advice to elected members, senior officers and wider partners as and when required.
14 To represent the Council at meetings, consultation events, public enquiries etc and support the regional and sub regional working in the interests of the Council.
