Fife Council is seeking an experienced and motivated Lead Consultant –Traffic Management to provide professional supervision, specialist guidance and operational leadership across our roads and transportation network. In this key role, you will help us deliver safe, efficient and high‑quality services while driving innovation and best value for our communities.
You will support the Service Manager, deputise when required, and co‑ordinate complex activities both within the council and with external partners to ensure a consistent, customer‑focused approach to managing Fife’s road network.
Key Responsibilities
In this varied and impactful role, you will:
1. Provide professional supervision and technical guidance to team members.
2. Work closely with the Service Manager to ensure consistently high service standards and delivery.
3. Deputise for the Service Manager when required.
4. Lead and coordinate Traffic Management team depending on assignment.
5. Support preparation of budgets, spending profiles and service plans.
6. Co‑ordinate workload, resources and programmed service delivery.
7. Prepare and deliver committee reports, papers, presentations and recommendations aligned with service priorities.
8. Stay ahead of new legislation, best practices, and technical standards, leading the development of innovative responses and strategies.
9. Lead the South Traffic Management team to deliver safe and effective traffic management services.
10. Work with partners such as Police Scotland, Fire & Rescue Service and other key stakeholders.
11. Develop and prepare low‑cost road safety and traffic management schemes.
12. Oversee applications for Disabled Persons’ Parking Bays and update asset records.
The Person
You are a visionary leader with a passion for digital transformation and a strong background in Traffic Management. You will bring a strong blend of technical expertise, leadership capability and practical experience within the Roads & Transportation sector.
13. Degree standard education (or equivalent) in a relevant discipline.
14. Significant experience in the Roads and Transportation industry.
15. Experience in budget management.
16. Strong communication and presentation skills.
17. Extensive knowledge of key legislative components.
18. Leadership, team‑building and relationship‑management skills.
19. Strong IT skills and willingness to embrace technology.
20. Political awareness and experience engaging with elected members.
21. Proven ability to lead and inspire a team, promoting a positive culture in the workplace.
22. Strong communication skills and the ability to manage conflicting demands effectively.
23. Experience in preparing and managing project plans and programmes, with a focus on digital integration.
24. Ability to travel within Fife.
