HSE Officer

The Opportunity
We are supporting a key industrial client operating within Hartlepool, who are looking to appoint an experienced HSE Officer.
This is a critical role within a complex, high-risk industrial and port-based setting, where you will play a key part in promoting a strong safety culture, ensuring regulatory compliance, and supporting safe operational delivery across site activities.
Working closely with operational teams, contractors, and leadership, you will provide practical HSE guidance, drive continuous improvement, and ensure the highest standards of health, safety and environmental performance are consistently achieved.
The Role
As HSE Officer, you will support the implementation and continuous development of site-wide HSE systems, ensuring compliance with statutory regulations, industry standards, and internal procedures.
You will act as a visible presence on site, engaging with teams to promote best practice and proactively identify and mitigate risk within a busy port, construction, and heavy industrial environment.
Key Responsibilities
Promote a strong, proactive Health, Safety & Environmental culture across site operations
Provide day-to-day HSE support across port, construction, and demolition activities
Conduct regular inspections, audits, and safety tours to identify hazards and ensure compliance
Support and monitor contractor activities, ensuring adherence to RAMS, permits and site procedures
Oversee high-risk activities including lifting operations, demolition works, confined space entry, and working at height
Lead and support incident investigations, including root cause analysis and corrective actions
Ensure compliance with relevant legislation, including CDM regulations
Assist in the development and review of risk assessments, method statements, and safe systems of work
Monitor environmental compliance, including waste management, emissions, and spill response
Deliver toolbox talks, briefings and HSE training to site personnel
Maintain accurate HSE records, reports and KPI tracking
Support continuous improvement initiatives to enhance site safety performance
What We're Looking For
We are seeking an experienced HSE professional with a strong background in construction, demolition, heavy industry, or port environments, ideally with exposure to complex, multi-contractor sites.
NEBOSH General Certificate (essential)
Proven experience in construction, demolition, or heavy industrial environments
Strong understanding of CDM regulations and contractor management
Experience working with permit to work systems (including LOTO, confined space, hot works)
Ability to manage and oversee high-risk activities on active sites
Experience conducting incident investigations and producing clear, actionable reports
Strong working knowledge of UK HSE legislation and compliance standards
Confident communicator with the ability to influence and engage at all levels
Proactive, hands-on approach with a strong attention to detail
Environmental qualification or experience (desirable)
