Join Hertsmere Borough Council as a Housing Enforcement and Licensing Officer and play a vital role in ensuring safe, fair, and well-managed housing across the borough. In this dynamic position, you will deliver a comprehensive enforcement and licensing service, working closely with the Head of Strategic Housing and Housing Services and the Housing Enforcement and Licensing Manager. You’ll investigate complaints, carry out inspections, and take decisive enforcement action where required to improve housing standards. Your responsibilities will span a diverse range of areas, including oversight of high-rise buildings, mobile homes, caravans, gypsy and traveller sites, and compliance with the Renters Rights Act and Supported Housing Regulatory Oversight Act.

You will also lead work to bring empty homes back into use, managing complaints, inspections, reporting, and the application of enforcement powers, as well as coordinating related initiatives and grant schemes. In addition, you’ll take ownership of the licensing, inspection, and enforcement of houses in multiple occupation (HMOs), ensuring properties are safe, compliant, and properly managed. This is a rewarding opportunity for someone with a commitment to high housing standards, strong investigative skills, and a passion for supporting residents and improving the local community.

To succeed in this role, you’ll bring a solid understanding of housing issues, particularly in relation to licensing, housing enforcement, and empty homes. You will have experience working in a customer-facing environment, providing clear information and advice both in person and in writing, along with a background in the housing or environmental sector involving licensing and enforcement. Strong negotiation skills are essential, as is the ability to analyse and organise information effectively for letters, reports, and enforcement actions. The role requires a full driving licence with access to a vehicle for work purposes, as well as a standard DBS check.

The post is offered on a permanent, full time basis (36 hours per week).
