Our client has an exciting opportunity for a Commercial Manager to join a dynamic Estates Commercial team supporting a high-profile Estates Portfolio. The role focuses on providing expert procurement and contract management within a design and construction environment (RIBA Stages 0–7), with a strong emphasis on the NEC4 suite of contracts.
Key Responsibilities:
* Lead procurement and commercial management for a diverse range of Estates-related requirements.
* Draft and deliver Commercial Strategies to support business cases.
* Advise on and implement appropriate procurement routes, particularly via Public Sector Framework Agreements such as those provided by Crown Commercial Services.
* Work closely with Project Managers to define requirements and support delivery from project initiation to completion.
* Administer and manage NEC4 contracts, including ECC and PSC, and support Compensation Event negotiation and implementation.
* Ensure all procurement activity is compliant with Public Contract Regulations and aligned with current government commercial standards.
Essential Experience & Skills:
* Proven experience with NEC3/NEC4 contracting, including end-to-end contract placement and management.
* Strong understanding of Public Procurement Directives/Procurement Law.
* Experience drafting robust and effective commercial strategies.
* Demonstrated track record of end-to-end procurement in a regulated environment.
* Working knowledge of the Procurement Act 2023.
Desirable Qualifications & Experience:
* Familiarity with the Defence and Security Public Contract Regulations (DSPCR).
* Background in public sector procurement or large-scale government infrastructure projects.
* NEC4 accreditation highly desirable.
* Professional qualification such as MCIPS or equivalent.
* Experience supporting significant design and construction programmes across a complex estate.

* Collaborative approach to problem-solving in a fast-paced, regulated environment.
