This Opportunity: Palladium is recruiting a Deputy Team Leader with a proven track record of managing high value, complex programmes in the development space. This is an exciting role, ideally suited to a candidate who has managed complex development / grant programmes and who is interested in the global policy environment for climate change and carbon emissions reduction. Most of all, we are looking for individuals with the technical experience, analytical skills, and drive to support UK PACT to deliver key project outcomes in a fast-paced environment. UK PACT (Partnering for Accelerated Climate Transitions) is a flagship UK Government programme funded through International Climate Finance (ICF) that has been running since 2018. The programme's overall objective is to alleviate poverty, working primarily through reducing greenhouse gas emissions. UK PACT is a flexible technical assistance (TA) programme, supporting ODA eligible countries to increase their climate ambitions, reduce their emissions, and accelerate just transitions to clean growth. A key feature of UK PACT is that it responds explicitly to partner government demand for capacity building interventions. The Deputy Team Leader leads the operational delivery of the programme. Deputy Team Leader role leads on operational management, procurement and grants management, and supports the Team Leader to ensure the timely delivery of quality services and contractual commitments described in the head contract. Working closely with global teams, the Deputy Team Leader will drive the development and effective delivery of country and regional portfolios, aligned with UK PACT strategy. Primary Roles and Responsibilities: Client Engagement Alongside the Team Leader, act as a key focal point for client engagement in the UK and across the Country Funds, providing responsive delivery and a solution-oriented approach Alongside the Team Leader, work closely with the client central management team to monitor the programme workplan and progress of deliverables Along with the Team Leader, play a lead role during client meetings and other strategic meetings (e.g. Attendance at quarterly board meetings and team building initiatives) as well as other regular team and client meetings Operational Delivery Along with the Team Leader, lead on guiding the schedule of work for the programme, including specific operational responsibility for work planning and oversight of critical workstream delivery Work closely with the Fund Managers to agree and oversee the implementation of strategic country and regional portfolios Support the Team Leader to ensure successful delivery of programme deliverables and milestones according to contractual requirements and KPIs, leading the in-house team and external partners and contributors to meet the time, cost, and quality expectations of the client Responsible for acting as liaison between project teams and Palladium commercial to agree annual budget forecasts and quarterly budget updates for the programme Responsible for ensuring compliance with all of Palladium and client's contractual procedures and best practice (e.g. financial management, due diligence and supply chain management and safeguarding) Lead the development of a programme operational manual Ongoing identification and management of relevant operational risks. Maintain a risk dashboard highlighting potential risks and issues (operational, fiduciary, and reputational) and mitigation plans Maintain up to date project logs and registers, work to resolve issues, manage, and mitigate risks and escalate material issues and risks as appropriately to the Team Leader Personnel Management Share line management responsibilities with the Team Leader for the global senior team Responsible for mentoring, professional development, and the maintenance of a positive, results-driven working culture across a global team Procurement and grant funding Lead the design and implementation of innovative grant and procurement mechanisms to increase the effectiveness of climate focused technical assistance Oversee the roll out of programme wide training on operational and funding rules to the global team Participate in grant and activity selection processes, providing guidance to the client on building an effective pipeline of climate related technical assistance activities Oversee and quality assure the delivery of UK PACT technical assistance via experts or implementing partners Support in the ongoing monitoring and evaluation of project results and outcomes for project partners Key Competencies and Professional Expertise/Competencies Preferred: Proven experience working in a managerial, client facing role on a complex publicly funded programme Proven experience of effectively motivating and managing teams to deliver results in a fast-paced environment Proven experience of designing workplans and managing progress against expected deliverables Proven experience linking workplans to operational budgets and managing delivery against expected forecast An ability to see both the big (strategic) picture, identifying opportunities for innovation and value addition for UK PACT, as well as keeping alert to project delivery risks Experience of designing procurement and grant allocation methodologies and processes a significant advantage Experience and expertise delivery climate change programmes is an advantage, candidates should have a strong interest in this area Strong programme management skills and with limited supervision, be flexible and comfortable in a multi-cultural work force Commitment to neutrality and diplomacy in all dealings with stakeholders, including political stakeholders, to build trusted relationships and ensure maximum effectiveness of the programme Professional fluency in English, both written and spoken A high degree of personal resilience, flexibility, and ability to adapt to changing circumstances Equity, Diversity & Inclusion - Palladium is committed to embedding equity, diversity, and inclusion into everything we do.
