We are seeking an experienced and motivated Procurement Manager to join our Procurement Management Team.
This senior role is pivotal in delivering strategic sourcing, cost improvement plans, supplier development, and compliance with procurement legislation to support excellent patient care.
The Procurement Manager will be supporting a number of the Clinical Support Units which have been formed under the partnership working as part of the University Hospital Tees programme.
As a senior member of the Procurement Management Team, you will provide specialist technical advice and lead complex procurement projects. You will work collaboratively with internal stakeholders and external partners to ensure contracts deliver value for money and comply with Trust standards and national legislation. The role involves influencing strategic decisions, managing high-value collaborative procurements, and supporting the development of procurement policies and systems.
Main duties of the job
1. Lead strategic sourcing and tender management in line with the Procurement Act 2023 and Provider Selection Regime.
2. Deliver cost improvement plans and identify opportunities for savings across the Trust.
3. Manage supplier relationships and drive improvements in procurement documentation and processes.
4. Support the Scan4Safety programme and ensure regulatory compliance.
5. Mentor and manage procurement staff, including recruitment, induction, and performance appraisals.
6. Deputise for the Head of Procurement when required.
7. Lead procurement of goods and services, ensuring compliance with legislation and Trust Standing Financial Instructions.
8. Analyse non-pay spend data to identify efficiencies and drive change.
9. Build strong relationships with directorates and stakeholders to support project planning and contract management.
10. Represent the Trust at local, regional, and national procurement forums.
11. Ensure accurate reporting of savings and efficiency opportunities.
12. Promote social value initiatives in procurement activities.
13. Maintain auditable records of all tender and award exercises using NHSE Atamis system

Knowledge & Skills
Essential criteria
14. Highly developed specialised knowledge of the Provider Selection Regime and the Procurement Act 2023, its application within the public sector. This knowledge must be underpinned by theory and experience.
15. Proven track record of forging robust stakeholder relationships, with the skills to on-board, influence and motivate stakeholders throughout a programme of work.
16. Working knowledge of project management and project forward planning underpinned by applied experience.
17. IT skills literate in Microsoft packages, including Outlook, Word, Excel and Power point, Atamis, spend comparison services.
18. Comprehensive knowledge of eProcurement systems.
19. Working knowledge of National Procurement Strategies and associated plans.
Qualifications & Training
Essential criteria
20. MCIPS, or working toward level 5/6, (Member of Chartered Institute of Procurement and Supply) or equivalent.
Desirable criteria
21. Higher level Management / Leadership Qualification (such as Hons Degree, Post Grad or Masters) or equivalent experience and academic ability for the demands of the post

22. expert knowledge in EU / UK procurement legislation and its application
23. proven experience of managing large complex procurement programmes that cut across a variety of stakeholders
24. proven experience of developing commercial relationship that provide benefits (including financial) to the organisation
