The Countryside Access Service is looking to recruit a Senior Definitive Map Officer to work alongside our Principal Definitive Map Officer to manage the county’s definitive map duties. North Yorkshire has the largest network of public rights of way in the country and has a correspondingly high workload of applications to amend or modify the Definitive Map. Our Service Our Countryside Access Service consists of two teams, supported by a small team of Countryside Access Technical Officers: Public Rights of Way Maintenance Team, responsible for the maintenance of the County’s extensive public rights of way network, unsealed road network and coastal path. Definitive Map Team, responsible for keeping the legal record of the public rights of way network, the Definitive Map and Statement, up to date. The Role As Senior Definitive Map Officer you will support the Principal Definitive Map Officer to ensure that North Yorkshire Council complies with relevant legislation and good practice guidance in the exercise of its definitive map functions. The Principal Definitive Map Officer and Senior Definitive Map Officer together manage a team of seven Definitive Map Officers who investigate applications to make modifications to the Definitive Map & Statement and process applications to divert public rights of way, as well as a team of four Countryside Access Technical Officers. You will be responsible for line management and operational management of staff from both roles, as well as the development of work programmes to ensure that the processing of legal Orders and other definitive map work is carried out accurately and in line with statutory and corporate timescales. The post is based at County Hall, Northallerton on a hybrid working basis which enables working from home or other Council offices depending on the needs of the service. Travel across the County will be required to undertake site visits and to support other members of the Countryside Access Team. What you will bring A degree or equivalent in a relevant subject or a good standard of general education together with significant experience of delivering a public rights of way / definitive map function. Significant experience of working in public rights of way in a definitive map role. A thorough understanding of the legislation and best practice relating to public rights of way, in particular definitive map functions. Experience of staff supervision. Excellent written and oral communication skills. Excellent attention to detail and time management skills. Ability to use and guide others in the use of a range of software including Microsoft Office, databases, and GIS systems such as CAMS and Mapinfo. An ability to understand, modify and produce maps is essential. You will be resilient and able to cope with complex demands and challenging situations.
