Environment Agency – Economic Crime Unit (ECU) Manager
Overview
We are seeking a Manager to lead the Economic Crime Unit (ECU), part of the National Environmental Crime Unit (NECU). The successful candidate will head a specialist team dedicated to removing the financial benefit from criminals. You will lead strategic financial investigations and ensure compliance with the Proceeds of Crime Act (POCA). The role requires strong leadership, a proactive approach, and a focus on continual improvement.
Responsibilities
* Lead and motivate two Team Leaders (Asset Denial Team and Money Laundering Investigation Team) and a Senior Financial Intelligence Officer.
* Provide strong leadership, develop your team, manage performance, and oversee work delivery.
* Collaborate with internal teams (Investigatory Teams, Intelligence & Partnerships, Legal) and external partners (Police, National Crime Agency, HMRC).
* Influence senior stakeholders to align the Environment Agency’s priorities with external enforcement activities.
* Support the wider organisation in improving practices, share lessons learned, contribute to technical documentation, and advise enforcement officers nationwide on POCA matters.
* Contribute to the team’s understanding of POCA legislation and continually improve ways of working.
Team and Structure
The ECU comprises two teams—the Asset Denial Team and the Money Laundering Investigations Team—made up of Financial Investigators, Financial Intelligence Officers, and Crime Analysts. The unit is nationally dispersed and engages with enforcement staff and partners across the country.
Experience / Skills (Qualifications)
* Exceptional leadership skills, ideally with experience in leading a dispersed team.
* Strong understanding of financial investigations and the Proceeds of Crime Act (POCA).
* Experience in:
o Working in the law enforcement sector and an understanding of the National Intelligence Model
o Effective communication, delivering feedback, managing performance, and building relationships with external stakeholders
o Working under pressure and prioritising a varied workload
o Identifying areas for improvement and leading changes to working practices
o Developing and enhancing the capability of a team and its individuals

* This is a hybrid role with flexible working from home and your nearest office.
* Travel across the country for meetings and operational duties; incident response may be required and could attract additional payment.
