About Us Criminal Fines Collection and Enforcement (Enforcement) is a key function within HM Courts and Tribunal Service (HMCTS) and plays a central role in delivering justice. We work alongside the criminal courts in England and Wales to ensure convicted parties comply with fines and other financial penalties imposed by the courts. This department is also responsible for compliance with Confiscation Orders imposed by the Crown Courts and the payment of Fixed Penalty tickets issued by police forces. We manage centralised administrative and contact functions (telephone helpdesks) and we’re looking for individuals who are committed to public service and making a difference in people’s lives to deliver justice. Your role As Operations Manager you will develop and implement strategies which deliver organisational change, establish a consistent and customer focussed service and ensure effective deployment of resources to live within allocated budget. Design, build and maintain effective liaison with HMCTS colleagues, user groups and representative organisations, representing the Deputy Head of Operations where necessary. Work with managers across the region to ensure cohesive delivery of the business plan and act as Responsible Officer as required. You will be responsible for establishing and enhancing effective working relationships with HMCTS colleagues, supporting agencies, voluntary and user groups. Working with agencies to improve the level of service offered to users - providing direction and close support to Delivery Managers, setting local priorities which are consistent with regional and national priorities. You will use Staff Survey Action Plans / local TU liaison / Staff Forums to effect good working relationships with staff and to improve service delivery and staff morale / motivation. Working collaboratively with all areas of the business to fully utilise MI, ensuring performance targets are monitored, reviewed and achieved. Managing conflicting demands through reprioritisation and negotiation, using the strengths of individuals and teams to achieve results. You will be proactive in reviewing processes to identify improvements, understanding and managing associated risks; building on team strengths to deliver business outcomes and involve the team in developing plans and consistent messages. Being held accountable for ensuring Governance, risk management registers and contingency plans are in place and updated annually/monthly, ensuring compliance with HMCTS values, policies, and procedures (including diversity, attendance, and discipline, HMCTS Assurance Programme) and contribute to ongoing development. Your Skills And Experience Proven experience in a senior operations or management role, preferably within a complex, multi-stakeholder environment. Strong leadership skills with a track record of leading teams through change. Excellent communication and influencing skills, with the ability to maintain relationships at all levels. Experience in budget management and resource allocation. Lead by example, coaching and developing staff to achieve high performance standards.
