Job Summary

NHS Greater Manchester is seeking an enthusiastic, knowledgeable and experienced Consultant in Public Health to join our organisation during a period of significant change and opportunity.

Under the direct line management of the Chief Medical Officer and alongside skilled peers, you will lead a wide‑ranging portfolio focused on healthcare public health, health protection, and statutory public health responsibilities of the organisation.

You will collaborate with the GM Public Health Network, Local Authorities and the GM Combined Authority to influence and participate in system‑wide health improvement and prevention actions, aiming to improve health outcomes and reduce inequalities in Greater Manchester.

Embedded within the Greater Manchester Integrated Care Partnership, you will work across the 10 localities, place‑based partnerships and provider collaboratives.

Responsibilities

* Provide specialist and technical public health leadership to the Integrated Care Board (ICB) to support statutory responsibilities related to preventing ill health and promoting healthy lives.
* Lead public health strategy and policy development at the ICB and the wider GM system, communicating evidence‑based proposals to professionals and elected members.
* Deliver specialist health protection leadership across the Integrated Care System (ICS), managing outbreaks and infectious diseases within a networked approach across the 10 GM localities.
* Provide consultant‑level strategic oversight of the ICB statutory responsibilities, including health protection/outbreak management, section 7A public health services, health and justice, and communicable disease programmes such as TB, HIV and hepatitis.
* Use and interpret data, intelligence and insight to assess the population’s health and wellbeing, undertake needs assessments, and define priorities to achieve population health improvement within available resources.
* Work across organisations to review service provision and commission whole‑pathway approaches, prioritising evidence‑based prevention and early intervention.
* Optimise value for money using health economics, critical appraisal of evidence, and a population perspective to set priorities and identify areas for disinvestment and investment.
* Engage key stakeholders, including the public, to ensure joined‑up and comprehensive action to improve health outcomes and reduce health inequalities.
* Lead specific pan‑GM programmes aimed at reducing health inequalities.
* Provide strong professional and managerial leadership within and beyond the ICB, setting objectives, managing performance and assessing impact.
* Advise on modelling intervention contributions to defined outcomes for local care pathways, and on design of monitoring and evaluation frameworks to map service performance.
* Support patient and public engagement through insight and community‑based approaches and co‑production.
* Assist in public health research bids and commissioning research or audits where funding is available.


Person Specification


Qualifications (Essential)

* Inclusion on the GMC Specialist Register with a licence to practice / GDC Specialist List / UKPHR for Public Health Specialists.


Knowledge (Essential)

* High level understanding of epidemiology, statistics, public health practice, health promotion, health economics and health care evaluation.
* In‑depth knowledge of methods for developing clinical quality assurance, quality improvement and evidence‑based public health practice.
* Strong understanding of interfaces between health, social care and key partners addressing wider determinants of health.


Skills and Competencies (Essential)

* Strategic thinker with proven leadership skills.
* Highly numerate with advanced analytical skills using qualitative and quantitative data, able to present complex data in an accessible format.
* Ability to design, develop, interpret and implement policies.


Experience (Essential)

* Significant previous experience of public health practice at a senior level with a proven track record of strategic leadership delivering improved outcomes in complex and politically sensitive environments.
* Experience in developing strategy and policy within organisations and complex systems.
* Experience delivering successful change management programmes across organisational boundaries.
