About the Role

As Health Protection Manager, you'll play a key role in safeguarding public health by providing expert advice and strategic leadership across Health Protection, Emergency Preparedness, Resilience and Response (EPRR) and Climate Change agendas. You'll lead and support efforts to prevent, control, and manage infectious disease and environmental health incidents--working both independently and collaboratively as part of multi-agency planning and response teams.

Main duties of the job

Key Responsibilities

* Lead the response to infectious disease and environmental health incidents, ensuring effective risk management and system coordination.
* Provide expert guidance to stakeholders across the health and care system.
* Shape strategic planning for preparedness and emergency response.
* Actively contribute to the development of policy, guidance, and training programmes.
* Support incident management structures and act as an advisor within incident response teams.
* Collaborate with national and local partners to deliver resilient public health systems.


About us

Hywel Dda University Health Board plans and provides NHS healthcare services for people living in Carmarthenshire, Ceredigion, Pembrokeshire, and bordering counties.

We have over 13,000 staff and together we provide primary, community, in-hospital, mental health and learning disabilities services.

We work in partnership with the three local authorities, as well as public, private and third sector colleagues, including our valued team of volunteers.

Our services are provided in:

* Four main hospitals: Bronglais Hospital in Aberystwyth; Glangwili Hospital in Carmarthen; Prince Philip Hospital in Llanelli; and Withybush Hospital in Haverfordwest
* Five community hospitals: Amman Valley and Llandovery hospitals in Carmarthenshire; Tregaron Hospital in Ceredigion; and Tenby and South Pembrokeshire hospitals in Pembrokeshire
* Two integrated care centres: Aberaeron and Cardigan in Ceredigion, and several other community settings
* 47 general practices (six of which are health board managed practices); dental practices (including four orthodontic); 97 community pharmacies; 43 general ophthalmic practices; and 8 ophthalmic domiciliary providers
* Numerous mental health and learning disabilities services

Person Specification


Qualifications & Knowledge

* Educated to Masters degree level or an equivalent level of knowledge acquired by experience.
* Relevant experience and knowledge of EPRR.
* Extensive practical and theoretical knowledge of Public Health practice, health promotion models and community development.
* Understanding of determinants of health and health inequalities
* Evidence of continuing professional/personal development
* Attended an accredited course in the Tactical (Silver) management of major incidents.
* Masters in Public Health.
* Professional qualification in a clinical area, health protection or environmental health or equivalent experience
* Up to date knowledge of developments in Welsh Government public health-related strategies.


Experience

* Significant experience in a senior role in Public Health or Health Protection or EPRR or Environmental Health.
* Substantial direct experience of working with diverse senior professional and managerial groups across a range of organisations and professional disciplines.
* A track record of representing public health themes in different fora.
* Staff management and development experience.
* Proven experience in dealing with complex issues.
* Proven ability to analyse and interpret data and national policy
* Evidence of effective co-operative working with partner agencies in a resilience setting during a critical occurence/major incident/disease outbreak/high profile public event.
* Practical experience of having delivered both live and table top exercises to test and validate plans


Other

* Ability to travel between sites in a timely manner
* Flexible approach to the needs of the service
* Welsh Speaker (Level 1)

£54,550 to £61,412 a yearper annum (pro rata if part time)
