Job Duties

The Deputy Operations Bureau Chief is responsible for serving as a strategic leader for the overall management and leadership of the VDEM Operations Bureau’s Regional Support East and West Divisions. Ensures that all the divisions’ programs, assignments, priorities and objectives are accomplished in an efficient and effective manner. Ensures that all critical systems and activities within the assigned divisions of the bureau are functional and operating within their budgets. Coordinates with other bureau deputy chiefs, the executive team, and with agency stakeholders to ensure the bureau is aligning with agency mission and priorities.

Strong emergency management leadership, incident coordination, emergency response, special operations, staff deployment, project management, and planning skills desired. Knowledge of EM systems in Virginia, as well as previous state or local EM experience desired. Knowledge of FEMA guidance/doctrine for comprehensive emergency management planning and technical writing.

Additional responsibilities include collecting and analyzing data across all divisions and bureaus of the agency and providing recommendations to agency leadership. Position will report to the Chief of Operations.

All VDEM employees are designated as essential personnel and may be required to work during emergency situations, such as inclement weather, and natural or man-made disasters/events as directed. This may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee’s official EWP. Position work may be office, field, or mobile based depending on the needs of the agency.

Minimum Qualifications

- Experience in emergency and disaster response
- Strong understanding of federal, state, and local coordination systems, communications frameworks, and special operations.
- Experience in crisis management, logistics, staff deployment, and regional support functions
- Working knowledge of public sector budgeting and the legislative process.
- Skills in strategic planning, project management, data analysis, and policy development
- Ability to translate complex information into actionable solutions.
- Strong communication, public speaking, facilitation, and stakeholder engagement across diverse sectors.
- Experience in leading and motivating teams, setting priorities, implementing mission-driven objectives, and exercising sound judgment under pressure
- Skills in fostering collaboration, adaptability, and continuous improvement across programs and operations.
- Working knowledge of budget processes, procurement, and related procedures.

The salary for this position is negotiable up to the maximum hiring range listed in this posting. Offers will not be made outside of the hiring range. This is a restricted position due to the funding source.
