The First Minister has made tackling the climate emergency and growing the economy two of his four top priorities for delivery and the Net Zero Economy team plays a part in this by looking at how we understand and maximise the economic opportunities from the net zero transition. The Net Zero Economy Team is part of the Domestic Climate Change Division within the Directorate for Energy and Climate Change. The division advises Ministers on Scotland's Climate Change Plan, Just Transition Plans, Adaptation Plans and a wide range of climate related polices. The main objective of this role is to provide economic insight and analysis to support Scottish Government’s delivery of its climate change and just transition ambitions. You will support the team lead to generate fresh insights and engage with colleagues across Domestic Climate Change Division and OCEA to develop a sound understanding of the economic risks and opportunities of net zero. Responsibilities Working with sector teams across Scottish Government to develop socio-economic evidence in support of the just transition elements of the climate change plan, drafting input to the Climate Change Plan, Just Transition Plans and other documents based on area of expertise. Using this evidence to enable policy design and development for key publications. Engage with external experts and key stakeholders, including businesses, to build understanding of issues related to Scotland’s net zero economy, drawing out key issues and highlighting risks and opportunities to the team and wider net zero economy network to enable effective socio-economic policy development. Leading on specific areas of policy development relating to the net zero economy and business transition as required. Producing briefing and advice for senior officials and/or Ministers on issues relating to the net zero economy in Scotland and more broadly, drawing on key economic data sources and publications on this subject. Working in close communication with OCEA analysts. Take ownership of the net zero economy core brief, ensuring it reflects updated positions, seeking clearance where appropriate. Drafting speeches and supporting ministerial engagements on matters relating to the net zero economy. Leading the work of the policy officer to handle correspondence on the team’s area of interest (e.g. Ministerial, official, PQs, FoIs), likely to include coordinating responses that go more broadly than direct area of responsibility. Provide excellent line management to one member of team and also take on leadership of matters relating to the net zero economy.
