We offer an exciting opportunity to oversee the strategic planning and business management of our largest digital transformation within the Environment & Business directorate. The Regulatory Services Programme delivers digital services that revolutionize environmental regulation.
You will lead the Programme Management Office (PMO), providing vital input into financial and business management to mitigate risks, resolve issues, and ensure value for money, aligning with our business case.
We seek a candidate with a proven track record in managing complex financial data, fostering collaboration, and influencing investment decisions.
Key Tasks include:
* Understanding the financial and economic basis of the Programme’s business case and spending reviews.
* Aligning programme deliverables with strategic objectives and managing change control processes.
* Supporting the Programme Manager in ensuring affordability and value for money in changes to project scope, working with delivery teams.
* Managing stakeholder queries and providing regular financial and programme reports across EA, Defra, and external suppliers.
* Assisting with investment and funding activities and ensuring compliance with governance and assurance standards.
* Supporting business management through lifecycle cost allocations.
The Team:
The Digital, Innovation and Programmes team leads digital strategy implementation, working with multidisciplinary teams, Defra shared services, and third-party suppliers to deliver user-focused digital services more efficiently and effectively.
Essential/Beneficial Skills & Experience:
* Experience in dynamic, fast-paced programmes.
* Proficiency with Microsoft Office tools (Excel, SharePoint, PowerBI).
* Experience managing complex financial data.
* Understanding of financial, business planning, and budgeting processes, including charge funding, CDEL, and RDEL.
* Experience with business case development, approval, and assurance processes within EA and Defra.
* Knowledge of governance related to spend control and assurance.
* Proven ability to lead, engage stakeholders, and foster innovation.
