About The Role
Balfour Beatty Power T&D is looking for a Utilities Design Manager to join their team focusing on the significant infrastructure project of The Lower Thames Crossing. This role will require regular attendance at our Grays, Essex offices.
The Utilities Design Manager is responsible for the successful management of Design Delivery of the Utilities scope on Lower Thames Crossing from concept and coordination through to detailed design and construction completion. They will manage the Utilities design scope and function, undertaking contestable designs and ensuring coordination of SU lead non-contestable utilities designs with the main works design functions, and ancillary designs including temporary works.
Role Purpose
Management of the BBUS design teams ensuring that the scope of the work is clear and understood and is being delivered efficiently on time and to budget on Lower Thames Crossing and to obtain approval in compliance with the project’s budgets, programme, client, main scheme design and statutory undertaker requirements.
Contribute to the administration of controls and processes established and maintained with other design functions to ensure Utility Corridors can be fixed as required by the programme, and any subsequent change controlled and managed through the detailed design coordination processes.
Engage with both internal and external customers and managing stakeholders’ relationships through the detailed design and construction delivery phases and include reviewing and tracking and reporting of design progress throughout.
What You’ll Be Doing
Accountabilities
* Ensuring that the scope of works to be undertaken in delivering schemes is clear and understood and that due consideration is given to Safety by Design, including identification, documentation and the mitigation, as far as reasonably practical, of risk in both the construction and operation and maintenance phases.
* Take responsibility for the management of detailed design delivery for the schemes to ensure the designs are integrated with and coordinated with project stakeholders.
* Ensure the designs cognisant of the construction methodology, sequence and temporary works, under the direction of the construction operations teams.
* Ensure the designs are cognisant of the project’s environmental and sustainability objectives and requirements where appropriate.
* Ensure the designs are cognisant of and being produced in accordance with the project contract works information document including the IER, design management and technical assurance plans to gain acceptance and assurance of the design.
* Ensure designs are cognisant of and produced in accordance with approval authorities and external bodies requirements such as National Highways and Statutory Undertakers.
* Ensuring that the design deliverables produced for design approvals and proposed construction are of suitable quality, constructible and cost efficient.
* Production of and check/review/approvals of detailed design deliverables including Models, Drawings and other outputs.
* Ensure that the design teams are undertaking and implementing design change, as per instructed scope, timescales and budget.
* Ensuring all work is undertaken by the design team is in line with Client’s, Utility Companies and Balfour Beatty Processes, Procedures/Specifications, and those of external approving bodies such as Network Rail.
* Tracking and responding to design Technical Queries (TQ) and Request for Information (RFIs).
* Work closely with Utilities Lead, Design Project Manager other discipline design functions on Lower Thames Crossing to ensure that Utilities are fully coordinated with both main and temporary works designs.
* Deliver the required detailed design deliverables including drawings and models to the alignments/corridors for contestable and non-contestable works to meet the programme requirements.
* Assess the design feasibility and impact of proposed Engineering and Design solutions on the wider design scope of the LTC project.
* Work closely with peers in other parts of the LTC project team and BB Group to foster a joined-up approach to integrated infrastructure projects.
* Liaise with other Specialist Services colleagues to leverage opportunities for design and construction efficiencies, cost savings etc to aid margin improvement opportunities initiatives.
* Maintain design management deliverables inc. TQ/RFI/EWN, assumption registers, meeting minutes, design actions log as required and ensure these are kept up to date and tracked and closed out in line with design programme and contract requirements.

Who We’re Looking For
The Following Qualities/Experience Are Essential
* Multi-disciplinary design management experience of managing utilities design consultants within a construction/engineering environment and an appreciation of contestable utilities delivery processes and accreditations.
* Experience of coordinating and managing both non-contestable and contestable design of Utilities on a major transport project.
* Experience and confidence to constructively challenge to optimise design solutions which balance project requirements, risks and constraints.
* Proficient with digital information management systems used in design such as CAD, ProjecWise and GIS.
* Experience of client and stakeholder management and liaison with statutory undertakers.
* Good working knowledge of CDM 2015 Regulations and designer and Principal Designer duties.
* Knowledge of the New Roads and Street Works (NRSWA) Act 1991, and National Joint Utilities Group (NJUG) guidance for utilities.
* Firm understanding of and belief to drive health & safety principles in line with Balfour Beatty’s Zero Harm philosophy.
* Experience of delivering design to defined budget and programmes.
* Membership of a relevant professional body, CSCS, SMSTS (desirable).
