Description Salary £36,363 – £40,777 / Fixed Term until 31 March 2027 / 37 hours per week / Children & Family Wellbeing Service / Lancashire Apply before: Friday 16 th January 2026 Job Description Senior HAF Facilitator (Holiday Activities and Food Programme) / Early Help / Countywide International Sponsorship – this role is not open to international sponsorship Children and Family Wellbeing Service (CFW) is part of Lancashire County Council's Education and Children's Services. It offers early help and support to children, young people aged 0-19yrs (25yrs for young people with special educational needs and disabilities) and their families across Lancashire. Lancashire County Council is seeking an experienced and values‑driven Senior HAF Facilitator to lead the operational delivery of Lancashire’s Holiday Activities and Food (HAF) Programme. This programme plays a vital role in supporting children and young people eligible for benefits‑related Free School Meals by delivering high‑quality, nutritious meals and enriching holiday activities across our 12 districts. Working under the leadership of the Family Support Development Officer, you will take responsibility for managing the day‑to‑day delivery, oversight and reporting of the HAF programme. You will lead the HAF Facilitator team, strengthen district partnerships, ensure that delivery is of a consistently high standard, and provide the Department for Education (DfE) with accurate, high‑quality monitoring data. This is an exciting opportunity for someone with strong leadership capability, relationship‑building expertise and a passion for improving outcomes for Lancashire’s children and families. In this leadership role, you will provide confident, compassionate and effective management to the HAF Facilitator team, supporting them to deliver inclusive, high‑quality provision across all districts. You will model the values and behaviours of the Leading Lancashire Framework, fostering a culture of learning, collaboration, accountability and strengths‑based practice. You will develop purposeful and resilient working relationships with district councils, navigating challenging conversations where needed to resolve issues, strengthen partnership working and promote a shared commitment to delivering outstanding HAF provision. As a key link between localities and the County Council, you will ensure that activity across Lancashire’s 12 districts is coordinated, consistent and aligned with DfE HAF guidance. Part of your role will involve robust data collection, analysis and reporting, ensuring Lancashire meets DfE monitoring and compliance requirements. You will oversee quality assurance processes, manage attendance and performance data, and use evidence to inform continuous improvement. You will also monitor and manage the HAF budget, ensuring that the vast majority of funding supports high‑quality face‑to‑face provision for children and young people, and that spending remains compliant, transparent and targeted where it is most needed. You will work closely with internal LCC teams, including Family Hubs, Early Years, Schools, SEND,and Community Partnerships, to support effective mapping of provision, identify gaps, and ensure that all children, particularly those requiring additional support, have meaningful access to enriching holiday experiences.
