Rate of Pay: £17.55 - £22.03 per hour
North Yorkshire Council is seeking a skilled and motivated Intelligence Analyst to support its mission of protecting consumers from online harm. The role involves researching, analysing, and developing intelligence on counterfeit goods, illicit tobacco, online fraud, and other harmful activities. Working as part of the Disruptions Team, you will play a crucial role in investigating harmful websites and online platforms, creating intelligence products, and supporting enforcement actions. The post also involves close collaboration with national trading standards teams and external enforcement partners, including the Police and HMRC.
Responsibilities
* Conduct online and open-source research to identify harmful websites, online platforms, and digital activity linked to consumer harm.
* Develop high-quality intelligence logs and intelligence products in line with national standards.
* Analyse information from multiple sources, identifying links, trends, and emerging threats.
* Work closely with colleagues in trading standards services across England and Wales, supporting investigations and capacity-building.
* Liaise with external partners including Police, HMRC, and other enforcement agencies to share intelligence and support coordinated disruption activities.
* Degree (or equivalent experience) in criminology, intelligence, law enforcement, data analysis, or a related discipline; Proven experience in intelligence research and development within a law enforcement, regulatory, or government environment.
* Experience in using open-source intelligence techniques to identify and assess threats (desirable).
* Track record of producing high-quality intelligence products for operational and strategic use.
* Experience of working with multi-agency partners on investigations or enforcement activity.
* Strong analytical skills with proven ability to interpret, evaluate, and develop intelligence.
* Knowledge of intelligence handling principles, data protection, and the National Intelligence Model.
* Strong communication skills able to present findings clearly in both written reports and verbal briefings.
* Skilled in online and open-source research (OSINT) techniques.
* Ability to work collaboratively with internal and external partners.
* Attention to detail, integrity, and discretion when handling sensitive information.
