Job Purpose About Us: The National Wealth Fund (NWF) is at the forefront of driving the UK’s economic growth and Net Zero objectives. This is an exciting time to join the new National Wealth Fund as part of a growing team, as the organisation takes on a new, broader role in delivering the UK’s economic growth and Net Zero objectives, building on the UK Infrastructure Bank’s leadership and experience to date. Role Purpose: The Procurement Operations Manager will be responsible for managing procurement operations and systems in accordance with the Public Contracts Regulations 2015, Procurement Act 2023, UK Government Functional Standards and Cabinet Office Spend Controls ensuring that all procurement activities are carried out in a compliant, efficient and effective manner. Key Accountabilities: Procurement Process & Atamis Procurement System: Act as a systems admin for Atamis, being the key contact engaging with the supplier, track support tickets and change requests on behalf of the team. Playing a leading role on driving system enhancement in line with the Procurement Strategy. Procurement Compliance: Support leveraging technology to automate and implement procurement operational procedures, in compliance with the Public Contracts Regulations 2015, Procurement Act 2023, Managing Public Money, UK Government Functional Standards and Cabinet Office Spend Controls. Procurement Templates: Support efficient procurement processes through the development of electronic templates and documentation covering sourcing, contract award and contract management, ensuring compliance with relevant legislation, policies and procedures. Stakeholder Management: Develop and maintain effective working relationships with internal stakeholders, suppliers, HMT, Cabinet Office and other government departments to ensure that procurement operational activities are continuously improved and aligned with business needs and the Fund’s strategic objectives. Continuous Improvement: Identify and implement opportunities to enhance procurement processes and systems. Manage a portfolio of continuous improvement initiatives and oversee their implementation, including the enhancement of existing technology solutions through automation and the use of AI. Documentation and Record-keeping: Ensure that all procurement-related documentation, including contracts, tenders and agreements are accurate, up-to-date and stored securely in Atamis. System Administration: Serve as the primary point of contact within the team for managing access to government procurement web services, overseeing the NWF profile, and administering user access. Auditability: Ensure systems are auditable, implement controls and monitoring for policy compliance, and support regular audits to demonstrate compliance. Training and Awareness: Contribute to the development and delivery of procurement training programs, workshops and documentation for internal stakeholders. Raise awareness of procurement policies, regulations, and best practices, ensuring adherence to established guidelines. P2P & Workday Finance System: Act as a key contact for Workday, being the key contact engaging with the workday analyst, track support tickets and change requests on behalf of the team. Playing a leading role on driving system enhancement in line with the Procurement Strategy. P2P Process Management: Provide guidance and support to the wider business on procurement operational matters, including contract management, supplier management, payment processing, spend controls and risk management. Workday Procurement Administration: Manage the procurement aspects of the Purchase to Pay Process from onboarding suppliers through to requisition and payment in order to ensure compliance with UK Government payment requirements and contractual payment terms. MI & Reporting MI & Reporting: Monitor and report on procurement transactional activity internally and externally, ensuring that all reporting requirements are met through the production of regular reports and ad hoc reporting requirements. Dashboards: Develop intuitive and informative dashboards to visualise procurement data. Enhance current dashboards and continuously improve features to reflect the latest trends and requirements in procurement reporting. Data Integrity: Continuously monitor data sets to detect and resolve any observed discrepancies. Supplier Monitoring Supplier Monitoring: Act as a key contact for Dun & Bradstreet, being the key contact engaging with the supplier. Attend quarterly review meetings and serve as the primary point of contact within the team for managing access. Data governance Data Quality: Primary point of contact for data-related issues, the quality and usage of data within the Procurement function. Responsible for maintaining the accuracy of data by regularly conducting data quality assessments and implementing corrective actions to address discrepancies. Data Collection: Oversee the standards and processes for data collection and entry, ensuring data accuracy from the outset. Data Retention: Ensure data retention policies are adhered to and ensuring secure disposal when data is no longer needed. Data Usage: Facilitate the integration of data across different systems and platforms, ensuring data consistency and compatibility. Experience Proven experience working in a procurement role, preferably in a public sector organisation subject to the Public Contracts Regulations 2015 and/or Procurement Act 2023. Experience in managing procurement policies and processes, including developing and implementing procurement process improvement plans. Demonstrable experience in managing procurement systems, including identifying and implementing system improvements. Skills Highly developed analytical and problem-solving skills, with the ability to understand the root cause of issues and develop solutions. Seeking improvements by enhancing work methods, leveraging new technologies, and streamlining processes. Ability to work under pressure and manage multiple priorities and deadlines. Strong IT skills, including proficiency in Microsoft Office applications and project management. Good communication and interpersonal skills, with the ability to build and maintain effective relationships with stakeholders and suppliers. Knowledge Detailed knowledge of public procurement regulations, policies and procedures. Proficient in using procurement systems and software, with knowledge of e-procurement and P2P platforms such as Atamis and Workday.
