Role Overview
As a Public Procurement Specialist, you will work closely with clients and internal stakeholders to provide expert procurement advice and end-to-end support across a range of projects. Operating within a small, collaborative team, you will ensure compliant, efficient, and value-driven procurement processes aligned to public sector regulations.
You will take a proactive, client-focused approach—building strong relationships while guiding procurement strategies and governance to deliver successful outcomes.
Key Responsibilities
Act as a trusted advisor to clients, leading on the development and delivery of procurement strategies from inception through to contract awardPrepare full procurement documentation suites including contract documents specifications, pricing frameworks, KPIs and evaluation criteria, working collaboratively with technical teamsManage end-to-end procurement processes in line with public sector regulations and internal governance requirementsLead supplier engagement activities, including market engagement, clarifications, tender communications, and evaluation processesManage and facilitate evaluation panels, including training, moderation sessions, and interview processesProduce clear, structured procurement reports, recommendations and audit trails in line with governance requirementsBuild and maintain strong working relationships with clients, contractors, and stakeholdersLead client meetings, prepare agendas, and ensure accurate and timely minutes and actionsProvide advice and respond to procurement queries from clients and suppliers, resolving issues proactively• Analyse data, pricing submissions and tender returns to support informed decision-makingDraft and publish Procurement Act notices, ensuring compliance with current legislation (including Procurement Act 2023)Ensure all procurement activity aligns with regulatory requirements, best practice, and organisational policies, including social value and ethical sourcing
This role will require occasional travel in line with client and project requirements. Duties may evolve to meet business needs.
Qualifications & Experience
Demonstrable experience in public sector procurement, including strong understanding of the Procurement Act 2023Experience managing high-value and complex procurement processesExposure to consultancy or client-facing procurement roles (desirable)Working towards CIPS qualification (desirable)PRINCE2 or equivalent project management qualification (desirable)Understanding of Section 20 leaseholder consultation processesKnowledge of the social housing sector and its regulatory environment
