Job Description: The HSE Senior Advisor is responsible for providing strategic oversight and targeted delivery of the HSE agenda within the Refining, Supply & Midstream (RS&M) organization across Europe and North America. This role ensures the effective implementation of bp's HSE strategy through the execution of systematic operating plans, including Annual Operating Plan deliverables and governance through the RS&M Safety and Operations Risk Committee (SORC). Working in close collaboration with RS&M operational teams, entity, ST&S HSE teams, central HSE&C functions and Safety & Operational Risk Assurance (S&ORA) disciplines, the role ensures alignment with bp's Operating Management System (OMS) and group-wide safety expectations. The HSE Senior Advisor plays a key role in embedding consistent, risk-based safety practices across logistics operations, reinforcing bp's commitment to operational excellence and continuous improvement in safety performance.

Role Responsibilities

* Develop and coordinate the delivery of strategic HSE plans and programmes aligned with bp's group agenda and priorities.
* Support incident reporting (IRIS and COLT) and provide expert interpretation of applicable regulations for RS&M, Air BP and bp Oil UK.
* Lead performance monitoring processes to ensure high-quality management information (MI) is produced, enabling senior leaders to identify trends, address OMS system deficiencies and implement corrective actions.
* Analyse incident investigations and learnings for trends and required interventions.
* Maintain HARP to demonstrate that road, rail and pipeline logistics are meeting the applicable process, operational safety regulations and OMS requirements.
* Maintain a system to demonstrate that Huntington Beach laboratory is meeting the applicable health, process, operational safety regulations and OMS requirements.
* Verify and test risk prevention and mitigation barriers across logistics operations. Ensure consistent implementation of bp's risk process by guiding the business through identification, assessment and mitigation activities.
* Identify, adapt, and lead the roll out of procedures and programmes from across bp operations and key functions to enhance safety and operational performance, interfacing with HSE&C to drive integrated planning and prioritisation.
* Act as the Single Point of Accountability (SPA) for the coordination, production, communication, and monitoring of the business's Annual Operating Plan and RS&M's Safety and Operations Risk Committee (SORC) agenda, ensuring timely closure of actions.
* Lead OMS reviews, including verification and gap assessments, to ensure consistent application of key OMS essentials across the business.
* Own and manage the Health and Safety self-verification process and support Health and Safety self-verification plans.
* Own and develop incident investigation and learning processes, including staff training and capability building to support effective root cause analysis and knowledge sharing.
* Lead the Annual Self-Verification and Haulier Health Check programmes.


Role Responsibilities

* Degree in a relevant science or engineering-based subject or demonstrate equivalent experience.
* NEBOSH (or equivalent) Diploma.
* In-depth knowledge of bp's Operating Management System (OMS) essentials and risk management principles.
* Proven ability to coach and facilitate key meetings and forums with senior leadership.
* Strong understanding of bp operations across secondary transport, retail (including forecourt delivery risk and mitigation), rail, terminals, and pipelines.
* Demonstrated expertise in incident investigation procedures and classification methodologies.
* Skilled in building trusted relationships through open, honest, and constructive communication.

Desirable:

* CSP or IOSH membership - Chartered or working towards.
* Experience in developing and administering management systems aligned with external codes and standards such as ISO9000, ISO 14001.
* Understanding of a Trading, Shipping, Operations and Marine organisation.
