Key Responsibilities
Lead, manage, and develop the Learning and Development Team, fostering high performance and professional growth.
Design, implement, and evaluate learning strategies, programmes, and interventions aligned with organisational priorities.
Ensure learning initiatives support workforce planning, succession planning, and skills development goals.
Build effective partnerships with internal and external stakeholders to broaden learning opportunities.
Monitor, report, and analyse learning outcomes, compliance, and impact.
Manage budgets and resources for the Learning and Development Team.
Promote innovation and best practices in learning, including digital and blended solutions.
Ensure compliance with relevant legislation, policies, and quality standards.

Person Specification
Significant experience in learning and development, organisational development, or a related field.
Proven leadership and management skills, including team and budget oversight.
Strong strategic thinking with the ability to translate strategy into practical solutions.
Excellent communication, influencing, and stakeholder management abilities.
Experience evaluating learning interventions and demonstrating measurable impact.
Up-to-date knowledge of workforce development trends and adult learning best practices.
Professional qualification in Learning and Development, HR, or related discipline.
Experience in a local authority or public sector environment.
Familiarity with digital learning platforms and innovative training methodologies.
Additional Information
Occasional travel across Bolton may be required.
