Working collaboratively with local authorities and stakeholders, it promotes land through the Local Plan process and seeks planning consent for delivery by Berkeley.
With the backing of The Berkeley Group, the team applies a flexible and innovative approach to land acquisition, employing option agreements, freehold purchases, and other structures that align with the interests of landowners.
Based at our regional office in Taplow, Buckinghamshire, the role involves regular travel throughout the South East.
Key Responsibilities
* Prepare site budgets for technical work and consultant appointments.
* Prepare technical due diligence reports for land acquisition that identify all site constraints and present innovative solutions to overcome technical challenges.
* Provide technical support to the planning team in preparing planning applications and attend meetings with local authorities where necessary.
* Manage Consultant contracts in line with Berkeley Group policies.
* Prepare detailed cost estimates to assist land valuation appraisals.
* Provide technical oversight and can communicate detailed technical matters in a concise manner that allows executive decisions to be made.
* Review and challenge external consultant’s designs to ensure the most cost-effective solutions to technical challenges are achieved.
* Develop strategies for new utility connections to sites and work with providers to acquire detailed cost estimates for supplying sites.
* Provide technical oversight when developing site masterplans to ensure all technical requirements are factored in at an early stage.
* Demonstrate a good understanding of the NPPF, local plans and planning processes.
* Demonstrate a good working knowledge and experience of using technical design standards and policies relating to highways, transportation, flood risk, and utilities.
* Ability to review new site opportunities and quickly identify key technical matters that need to be considered when assessing site capacity.
* Ability to prepare design briefs for technical consultants and negotiate fees within prescribed site budgets.
* Experience of input into and critical evaluation of S38, S278, S104 and other technical legal agreements.
* In-depth knowledge and experience of using the latest building regulations, design standards and building products/techniques.
* Ability to manage utility quotations and procure detailed studies to determine off-site reinforcement of utility networks required to serve new residential developments.
* Display strong leadership and be confident to chair design team meetings and key stakeholder meetings.
* Ability to produce professional written technical reports for sharing with other Berkeley Group divisions.
Skills, Knowledge and Expertise
* Degree in Civil Engineering or equivalent.
* 3-5 years’ post-graduate experience at technical manager level or equivalent experience working in a technical consultancy practice.
* Excellent verbal, oral and written skills are essential.
* Proficient in Microsoft Office programmes including Word, Excel, Outlook and Powerpoint.
* Experience of using AutoCAD, GiS systems preferred.

The standard default full-time working hours in the office are 8am-5pm with core working hours 9am-4pm.
