<div><h3>About the job Construction Officer - Compliance</h3><p><b>Principal Job Purpose</b><br/>Responsible to: Assistant Team Manager (Building Assets)</p><p><b>Responsible for:</b></p><p>Arranging and managing all the statutory testing surveys for the authorities buildings, to ensure full compliance with the regulations, (e.g. Asbestos re-inspections, mansafe system testing, safety glazing surveys, roller shutter doors and automatic doors servicing etc).</p><p><b>Principal Accountabilities</b></p><ol><li>Manage the statutory testing for all local authority buildings to ensure all necessary surveys are undertaken at the required intervals.</li><li>Manage any work that comes from the statutory survey reports.</li><li>To undertake asbestos management in buildings and ensure that the Authority does not breach regulations or expose officers or the public to risk for asbestos.</li><li>Work with colleagues in the authority to manage compliance of buildings with contractual terms of Tenancy agreements, and report breaches to senior management for follow-up action.</li><li>Implement the Divisions responsibilities for Health & Safety.</li><li>Adhering to current asbestos regulations, legislation, specifications, British Standards, Codes of practice and CDM Regulations.</li><li>To act as Clerk of Works for construction projects of ranging complexities.</li><li>Liaise directly with officers, senior management, building occupants & the public in relation to site safety issues, construction defects and to ensure that buildings are designed to be constructed, operated, maintained and demolished safely.</li><li>Undertake management & administration of minor works projects and to assist in Building Surveying duties.</li><li>Liaise directly with Contractors, subcontractors & HSE in relation to Asbestos issues.</li><li>Attendance at meetings with clients, senior management, external agencies, consultants and contractors.</li><li>Maintain Continual Professional Development to keep aware of revised legislation, new building products etc.</li><li>Motivate, encourage the development of staff.</li><li>Assist in the preparation of Departmental & Corporate Plans and Policies.</li><li> Undertake any other duties that may be required.</li><li>To comply with the relevant sections of the Authority’s policy statement on Health, Safety and Welfare at Work.</li><li>To adhere to the principles of the Corporate Equality Policy and ensure commitment to anti- discriminatory practice.</li><li>To assist Building Services Engineers including CAD, preparation of specifications etc.</li></ol><p><b>Person Specification</b> Non-Managerial</p><p><b>1. Qualifications & experience</b></p><ul><li>A degree in closely related discipline and full membership of an appropriate professional body.<b> Desirable</b></li><li>Extensive knowledge of dealing with issues in one or more of the following areas: Asbestos, Construction, Building Surveying, CDM, Clerk of Works duties, Mansafe Systems, Safety Glazing.<b> Essential</b></li><li>Experience of statutory testing in commercial buildings. <b> Essential</b></li><li>Experience of dealing with all aspects of building construction / building assets and design in a non- domestic context. <b> Essential</b></li><li>Asbestos P402 and or P405 Qualification <b>Desirable</b></li><li>Experience of working in a local authority environment<b>.
