Overview
The Environment Agency is reforming agricultural policy and spending through Environmental Land Management (ELM) schemes, moving from CAP to ELM. ELM schemes incentivise farmers and land managers to deliver water, soil and biodiversity outcomes alongside food production. This role supports the design and delivery of ELM within the Countryside Stewardship Higher Tier (CSHT) and contributes to the EA2030 strategy and government targets for water, environment and climate. The role involves influencing incentive design and delivery within the wider organisational response to recent government reviews and regulatory reform in water and nature recovery.
The Environment Agency ELM team seeks dynamic, strategic thinkers to join us at the forefront of informing and shaping the future of ELM, particularly the delivery of CSHT. You will contribute to continuous improvement of the scheme through its design and delivery, provide advice in meetings, manage commissions, oversee programme milestones, identify risks and resource needs, and work across teams and organisations with senior leaders to articulate a scheme that supports outcomes.
Responsibilities
* Deliver key CSHT products for the Farming and Countryside Programme and contribute to ongoing improvement in scheme design and delivery.
* Provide advice in meetings, manage commissions, and oversee programme milestones.
* Identify future risks and resource requirements; work across teams and organisations with senior leaders to articulate a scheme that supports outcomes.
* Engage with Defra, delivery bodies and the agriculture sector to achieve consistency and improve cross-organisation collaboration.
* Represent expertise to external partners and help shape its influence on policy and delivery of environmental objectives.
Experience and Requirements
* Experience of Agriculture and working with Defra and other statutory bodies is essential.
* Politically aware with excellent communication and networking skills.
* Understanding of environmental sensitivities associated with significant agriculture sector reform.
* Experience interpreting/evaluating evidence to propose risk-based solutions for challenging problems.
* Ability to prioritise and deliver complex work; self-starter who actively develops and advances ideas.

Location and Travel
EA Office base location is flexible/hybrid in England; some travel/overnights may be required. We use smart tools to stay connected and reduce travel.
