Length of employment: Job Summary: Do you want to be part of an energetic, innovative and supportive team, bringing your skills to one of the biggest changes to the administration of the Civil Service in decades? We're looking for people who are flexible, intuitive and are comfortable working in a challenging, cross-cutting programme environment. What is Synergy? Across government, shared services are being transformed. Departments have been grouped together into five 'clusters' to achieve this transformation. Synergy is the largest of these clusters, made up of the Ministry of Justice; Department for Work and Pensions; Department for the Environment, Food and Rural Affairs; and the Home Office. Synergy will impact around 250,000 people in these departments and their arms-length bodies. Success of the programme is crucial, as Civil Servants rely on shared services to provide business critical tools in human resources, finance, payroll and procurement. It affects everything we do, from joining a department as a new starter, the way we claim for expenses, how we buy goods and services, how we make a claim for our expenses, to the way we receive our pensions when we retire. What team would you be joining? The Department for Work and Pensions hosts the Synergy Programme. This role sits at the core of the programme, within the Synergy Shared Services Hub organisation design team. You will be joining a friendly team of 18 people, who are responsible for the organisation design and resourcing of the Synergy Shared Services Hub, which will centralise the Synergy Shared Service and its interface with Departments / Service Recipients. Job Description: The work of the team is varied and diverse. You may be involved in resourcing challenges, including people transfers and recruitment, trade union engagement, commercial negotiations on the people aspects of contract awards, and organisation design focused on the end state target operating model. You will work closely with colleagues across the programme from a range of different functions, including business change, comms and engagement, commercial, project management, technology, product and data. You will also work more widely with colleagues from other departments in the Synergy cluster and external providers. This role would be suited to candidates from an HR background. The key attributes we are looking for are an ability to lead and influence senior multidisciplinary groups with confidence, being comfortable working through formal project management practices, and a passion for delivering the complex people impacts of large-scale transformation. Your responsibilities are likely to include: - Delivering people and organisational change aligned to and enabling the overall programme's success, working across teams and organisations. - Working with programme colleagues to develop the target operating model, ensuring alignment with multiple layers of design across the programme and the end state vision. - Supporting with the people aspects of commercial processes, including negotiations, contract award, and any resulting TUPE implications. - Running the process of people transfers based on legal advice, including mapping activity, consultation and delivery. - Collaborating with colleagues across the programme to ensure the team is connected with wider programme activity and is responsive to changes and developments. - Developing and being a visible leader for a compelling and inspirational people narrative and engagement strategy for the programme. Hybrid Working This job role may be suitable for hybrid working, which is where an employee works part of the week in their DWP office and part of the week from home. This is a voluntary, non-contractual arrangement and your office will be your contractual place of work. The number of days that anyone will be able to work at home will be determined primarily by business need but personal circumstances and other relevant circumstances will also be taken into account. If you are successful, any opportunities for hybrid working, including whether a hybrid working arrangement is suitable for you, will be discussed with you prior to you taking up your post. This will be a stretching role, requiring someone organised who is passionate about the people aspects of large-scale transformation and change. You will need to be comfortable working within a large and complex programme and working in ambiguity at times. Candidates should be able to demonstrate the following criteria: Lead Criteria : Proven track record of delivering people-centric transformation restructures in complex organisations, taking a whole system approach. Strong organisation skills. Comfortable with planning and delivering priorities against short and long term timescales. Strong stakeholder management skills, including experience of working with stakeholders at different levels who have diverse perspectives. Influencing skills, including the ability to influence at a senior and strategic level, building trust and credibility. The ability to engage, collaborate and challenge to expose points of difference and build consensus. Understanding of programme and project management principles. CIPD qualified to any level. Desirable Experience of managing commercial people processes. Experience of successfully managing and delivering TUPE / COSoP people transfers. CIPD Level 7 qualification or working towards it.
