Job Purpose

The Role of the Commissioning Engineer in the Capital Programme Operations Team is to ensure installations, plant and equipment are correctly tested before being put into service. This includes management of a commissioning team and providing technical advice for projects within the Capital Programme portfolio.

You will act as or work with the Lead Commissioning Engineer in delivering the APP and Connections portfolio, assisting with technical issues, operational duties, managing commissioning plans, and liaising with contract commissioning engineers to ensure compliance with UKPN procedures.


Principal Accountabilities

* Help develop Multiple Projects from Gate A to close out Gate D.
* Manage a portfolio of multiple electrical projects.
* Provide Engineering, Safety and management to contract commissioning engineers and fitters.
* Coordinate with the Construction team and partners to ensure resources are in place to deliver the project.
* Mentor staff to develop authorisations and capabilities.
* Attend project meetings and reviews to ensure UKPN standards are followed.
* Liaise on operational, plant and cable policy for timely, quality, cost delivery with safety and environmental management.
* Contribute to Quality and Deliverability and ensure commissioning assurance through audits and compliance with testing procedures.
* Ensure completion data is submitted for processing and compliance with CDM and safety documentation.
* Input into project issues log and risk register.
* Promote values and ensure high levels of customer service.
* Manage commissioning drawings and test forms including as-built records.


Main Duties

* Manage every stage of the commissioning process from cold commissioning to energisation for multiple projects.
* Keep up to date with relay and testing software for equipment installation.
* Check and apply settings to complex relays and drive testing equipment for relay schemes.
* Commission primary transformers, feeders, and primary plant onto the network.
* Review designs to ensure compliance with procedures; liaise with PMs, Designers and Surveyors for workable designs.
* Contribute to Hazard Elimination and Management Checklist (HEML).
* Oversee a team of electrical fitters (UKPN staff or contractors).
* Attend stakeholder meetings and issue safety documents following DSRs; follow PPTW policy.
* Raise TQs, CE and EWN issues affecting project delivery and submit via Unifier.
* Provide commissioning solutions for complex challenges; ensure work meets design and specification.
* Ensure RAMS and SSOW are in place for tasks requiring precautions.
* Support continuous improvement and development of others; conduct site and BE audits and record on AIRLine.
* Create and maintain commissioning plans, switching programmes, ITPs, and test forms.
* Work effectively in a team or alone.


Required Qualifications

* Electrical Engineering HNC/HND.
* Strong background in Primary Substation and Cable/OHL systems; project delivery experience.
* Full AP status for two Voltage levels.
* Member of IET with Eng Tech status, working towards IEng.
* Minimum three years of Primary or Secondary Operational experience in a DNO network.
* NEBOSH Safety General or Construction qualification.
* Organisational skills, attention to detail, ability to manage multiple projects and deadlines, and good interpersonal skills.
* Full driving licence.
* Excellent communication skills; working knowledge of CDM regulations and ISO9001 quality processes.
* Knowledge of UK Power Networks policies and procedures; competent user of Microsoft Office.
* Flexible attitude to work and working hours; awareness of business, financial and regulatory obligations.
* Ability to build relationships with colleagues and external partners and work in a focused team to meet tight deadlines.
* Self-motivated with initiative and ambition.
