The Centre for Information Resilience (CIR) is an independent organisation dedicated to exposing human rights violations and threats to democracy. We achieve this through open source research, digital investigations, capacity-building with local partners, and collaboration with media to amplify our impact. CIR was born out of a determination to expose those spreading harm – online and offline – around the world, particularly in areas of violent conflict, such as Ukraine, Sudan and Myanmar. Our projects are at the forefront of efforts to investigate and document human rights abuses, war crimes, harms targeting women and minorities, and influence operations. The role CIR seeks contractors who will employ OSINT and social media intelligence (SOCMINT) methodologies to monitor and analyse Terrorist and Violent Extremist Organisation (VEO) activity in the information environment in Southeast Asia. Role details: Number of roles: 2 Contract Type: Contractor Contract length: 2-3 months, possibly beginning in December 2025 Hours needed for this role: Full time hours. Languages : You must be able to speak and write English. Fluency in a a local language (Bahasa and/or Malay) as well as English For role 1: understand and read Malay For role 2: understand and read Bahasa Requirements Main Responsibilities Use subject matter expertise and regional language capabilities to monitor and research online activity of groups of interest, the Contractor will produce weekly verified data and contribute to a monthly reporting product. Maintain and develop deep understanding of local contexts and developments to enable timely collection, analysis, and reporting. Ensure that data collection, categorisation, preservation and processing are carried out in accordance with project protocols. Contribute to a monthly report on findings from analysis and investigations, as well as produce rapid reports based on emerging or high-profile incidents where requested. Written work will be in English. Participate in client briefings, conferences, and presentations Work with project leadership, clients and partners to develop and improve research outputs, propose thematic investigations, and identify new avenues for research. Monthly reports will be submitted each month to the donor on a date to be determined. The Contractor, in collaboration with the team, will ensure a first draft is produced and ready for editing and review at least 5 working days prior to the submission date. They will work with the editorial and leadership team to refine their writing to yield a succinct and impactful product. Essential Criteria: Experience conducting day-to-day analysis of the online information environment, including monitoring, investigation, and verification of incidents Expertise in reporting on VEOs active in Southeast Asia Fluency in a a local language (Bahasa and/or Malay) as well as English Knowledge of how VEOs recruit, raise funds, and publish content on social media platforms such as TikTok, Facebook and Telegram Experience in monitoring VEO's on niche social media platforms such as RocketChat, Element, and other emerging platforms and analysing private social media groups Experience translating content. Desirable: Experience with automatising data collection Experience delivering training in OSINT Additional local language skills.
