About the role

The PMO Team manage the on-boarding of new customers, internal projects, and changes without our platforms. The team works with customers that spend tens of millions of pounds through our platforms, which include some well-recognized brands and large local authorities across the UK and internationally. As a result, we process a huge volume of data on a daily basis. The Rate and Data Manager will be working as a part of the PMO team to own the governance relating to data control of our core recruitment platform, with particular focus on the rate data.

The Rate and Data Manager is detailed orientated, dynamic and methodical, who has experience with working with large complex data sets related to recruitment. The successful applicant might have come from a Payroll background into a Finance, or vice versa, or even better has managed rate data in a large recruitment business.


In this role you’ll be working closely with a number of teams within the business to drive precision. Rate and Data Manager will oversee a team responsible for managing and maintaining accurate rate information on our platform. This includes worker pay rates, vendor-neutral charges, supplier margins, and various statutory rates such as employer's national insurance, apprenticeship levy, and AWR rates. The role also involves managing additional elements like rebates, gainshares, and tenure discounts. Attention to detail and strong data management skills are essential to ensure the accuracy and reliability of rate information.


In the role you will also be managing other data sets such as job categories and descriptions, making changes to these at client request.


A key part of the role is assisting in setting up rate and general data for new customer implementation as well as ongoing maintenance. The role will also mean performing regular audits on customer rate data to ensure it’s accuracy and completeness in conjunction with the direct customer facing teams.

Duties and Responsibilities

· Responsible for system configuration and governance of changes to rates across Matrix workstreams which is more than £1 billion spend under management.

· Responsible for overseeing the accurate management of worker pay rates, vendor-neutral charges and supplier margins.

· Ensure that rate information is created and maintained in line with what has been commercially agreed as part of the sales process with new customer implementations.

· Ensure the precision of all rate data in line with our contractual agreements, including:

o Buy and sell values for statutory rates, including employer's national insurance, apprenticeship levy, and WTR holiday entitlement in line with AWR

o Supplier uplifts, margins and negotiated rates

o Management fees and framework fees

o Rebates, gainshares, and tenure discounts.

· Ensure regular global changes are resourced, planned and executed accurately, including Pay Awards, yearly contract rate updates in line with RPI, statutory changes (national minimum wage and any changes to NI).

· Work closely with the Product and Strategy Teams and Portfolio Manager to coordinate and implement global system updates and new functionality following developments and release cycles.

· Lead change control governance and protocols, including change boards and approval processes, challenge how things are done and seek continuous improvement to maintain data integrity.

· Identifying gaps in the systems and processes that we use to drive efficiencies within the team and implementing improvements to our ways of working.

· Manage the Change Control Executives responsible for maintaining rate information, ensuring tickets are resolved within agreed team SLA’s.

· Work closely with the Project Managers, Growth and Finance teams to ensure data is loaded correctly and accurately for new customer implementations, particularly focusing on rate elements within our contractual agreements.

· Escalate data risks within the business and lead solutioning for resolution.

· Provide regular updates and reports to internal and external stakeholders on ticket statistics, rate data and trends.


What you bring

· Proven experience in rate management, preferably within a vendor-neutral, transactional HR or contingent workforce environment.

· Bachelor's degree in Business, Finance, Economics, or a related field.

· Excellent written and verbal communication skills, with the ability to tailor messages to different audiences.

· Excellent data management and analytical skills.

· Effective team leadership and management abilities.

· Strong multitasking and prioritisation skills, with the confidence to manage competing deadlines.

· Comfortable working with a range of systems, including Volti4, Monday.com, HubSpot, Prism, and CR.net (Prism and CR.net are our internal customer facing applications) — with the curiosity and initiative to pick up new tools quickly.

· Sharp attention to detail, ensuring accuracy and consistency in all aspects of your work.

· Calm and focused under pressure, able to deliver quality results in a timely manner within fast-paced environments.

· Highly organised, self-motivated, and proactive — you take ownership and drive tasks through to completion.

· Dynamic, honest, and confident personality, with a professional and positive approach.

· Advanced proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).

· Ability to coordinate and oversee task delivery across multiple contributors in a matrix-managed environment.

· Desirable - Good SQL skills knowledge of XML / JSON data structures.
