About the role:

We are currently seeking a dedicated, enthusiastic and flexible individual to join our team as a Partnership and Outreach Development Officer within the new Trailblazer Project.

The Trailblazer Programme is an ambitious, multi-agency initiative led by Neath Port Talbot Council to reduce economic inactivity and improve wellbeing across our communities. We're currently delivering innovative projects in our Opportunity Hubs and outreach locations, working alongside health professionals, training providers, and employers to help people overcome complex barriers to work. From supporting residents with mental health and long-term health conditions, to tackling digital exclusion, housing instability, and low confidence, we're at the forefront of creating tailored, life-changing solutions that make a genuine difference in people's lives.

You'll be joining a passionate, supportive, and forward-thinking team who believe in the power of collaboration and kindness to achieve lasting results. We celebrate success together, share knowledge openly, and are driven by the positive impact we see every day.

As a Partnership and Outreach Development Officer you will:

1. Drive community engagement by working directly with individuals, groups, and partners to remove barriers and open up access to support and employment pathways
2. Build trusted relationships within communities, offering tailored advice and guidance to those furthest from work
3. Lead or contribute to projects and pilots that strengthen inclusion, wellbeing, and employment outcomes
4. Act as a bridge between participants and services, connecting people with training, health, or support provision
5. Promote the Trailblazer programme through outreach, community events, and social media campaigns
6. Influence local provision by identifying gaps and working strategically with partners to co-design solutions

Your daily routine will to:

7. Engage with individuals and groups in community settings to build trust and identify needs
8. Connect participants with the right services, training, or support to reduce barriers
9. Lead or support community projects, pilots, or wellbeing initiatives
10. Promote the programme locally through events, social media, and outreach activity
11. Collect and analyse data to track progress and identify local needs
12. Liaise with multiple agencies to ensure joined-up and inclusive support

About you:

Do you have:

13. Experience of working face-to-face with people in community settings?
14. A strong understanding of barriers faced by those furthest from work, including disability and mental health challenges?
15. Experience building partnerships with local groups, agencies, and community organisations?
16. Strong communication, problem-solving, and conflict resolution skills?
17. The ability to manage projects, balance competing priorities, and work flexibly across a large area?
18. A Level 4 qualification in Advice and Guidance (or related field) and good IT/digital skills (including social media)?

We would welcome those with experience in the following roles:

19. Community Engagement or Development Officer
20. Social Prescribing Link Worker
21. Employability or Wellbeing Coach
22. Outreach or Inclusion Worker
23. Partnership or Project Officer in public, voluntary, or health settings

About us:

We believe in rewarding and recognising our colleagues' efforts and achievements. We also believe that there's life at work and life outside of work. We want everyone to be healthy and happy and have the financial resources and support they need.

Choose to work for us and you'll be rewarded with a range of attractive benefits and support to help you live your best life.

24. Hybrid working (in some roles) and flexible working schemes to improve your work life balance
25. Benefit from a competitive employee package with a remarkable 22.4% employer pension contribution
26. Enjoy a holiday entitlement of 25 days, increasing to 32 days after 5 years' service (not forgetting the additional 8 bank holidays too)
27. Access discounted gym membership with Celtic Leisure
28. Utilise the cycle to work scheme with up to 40% off bikes and cycling equipment
29. Purchase a new car through Tusker salary sacrifice scheme
30. Enjoy exclusive discounts at local and national retailers with the Smart Spend app through our staff wellbeing group.

If you would like to start a rewarding career with a company that values and invests in its employees and you have the necessary experience and qualifications, this could be your dream job and we would love to hear from you.
