Position Description
ERT is seeking a Deputy Program Manager (DPM) to support upcoming work at NOAA/NWS to help manage critical IT systems for weather data. Duties include:
Program Management and Leadership:
1. Assist the Program Manager in leading day-to-day operations, ensuring projects are executed on time and with high quality, within scope, and on budget
2. Oversight/lead Cloud Migration, re-platforming and/or software development in the cloud
3. Coordinate across all workstreams (e.g. infrastructure build, application migration, security/compliance, testing and operations)
4. Identify and mitigate risks to maintain continuity of services and smooth program operations. Ensure progress, risks and blockers are clearly reported to leadership and other appropriate stakeholders
5. Ensure compliance with contract terms, deliverables, and performance requirements
Stakeholder and Client Engagement:
6. Serve as a liaison between the customer, contractors, subcontractors, and other stakeholders, ensuring effective communication and alignment
7. Collaborate with federal agencies and project leads to understand evolving needs, develop solutions, and report progress on deliverables
8. Support the Program Manager in facilitating regular meetings, status updates, and progress reports to customer leadership and external partners
Team and Operations Oversight:
9. Support, mentor, and manage cross-functional team leads, including scientists, engineers, and technical staff
10. Monitor personnel performance, provide coaching as needed, and ensure a high standard of work quality and accountability
11. Drive operational excellence through continuous process improvement initiatives
12. Support onboarding, role clarity and team alignment
Project Management and Reporting:
13. Track and manage project schedules, budgets, and milestones using program management tools and methodologies
14. Assist in the preparation of detailed reports and presentations on program status, contract performance, and future priorities
15. Coordinate with subcontractors to ensure quality and timeliness of services
Contract Administration and Compliance:
16. Support the Program Manager in managing contract modifications, task orders, and proposal development
17. Ensure program activities meet federal regulations and adhere to all contractual obligations
Required Skills
18. 8+ years of experience in program management, project management, or operations management, preferably with previous experience supporting NOAA, NASA, or similar technology-focused federal agencies
19. Experience with leading the implementation or managing cloud migrations executed via multiple development trains for a mission critical government IT system
20. Strong leadership skills, program management experience, and technical expertise to help lead multidisciplinary teams working at the intersection of science and technology.
21. Proven experience in managing teams and large, complex projects which are compliance-heavy.
22. Strong knowledge of project management methodologies and tools
23. Experience with SAFe or other enterprise agile framework
24. Excellent organizational, leadership, and problem-solving abilities.
25. Outstanding written and verbal communication skills with experience in client engagement and reporting.
26. Familiarity with budgeting, resource management, and risk mitigation strategies.
27. Must be a US Citizen or Permanent Resident (green card) and be able to pass a background investigation to obtain and maintain a Public Trust clearance.
Desired
28. Prior experience working with federal government contracts, especially with NOAA, NASA or other technology-focused organizations.
29. Familiarity with scientific data management or Atmospheric observation science.
30. Knowledge of cloud terminologies, platforms and data management services (e.g., AWS, Google Cloud).
31. PMP, PgMP or similar certification.
Education
Bachelor’s degree (Master’s preferred) in Computer Sciences, Engineering, or a related field.
Location
The position supports work in Silver Spring and College Park, MD and is eligible for an onsite or hybrid work schedule.
Compensation
The salary range for this role is $122,000 - 276,000/year. This range is a good faith estimate based on similar roles across the organization. ERT uses several factors when extending an offer, including but not limited to, the position's scope and expected duties, a candidate’s work experience, education/training, and key skills.
