HMS NELSON, HMNB(P). Job Summary His Majesty’s Naval Base Portsmouth (HMNB(P)) has been an integral part of the city since 1194. It is home to almost 60% of the Royal Navy's surface ships, including our Aircraft Carriers, Type 45 destroyers; Type 23 frigates; mine countermeasure vessels and fishery protection squadrons. The base is a major employer and provides lodging facilities for Royal Navy (RN) personnel serving at the base and in Portsmouth based ships. HMNB(P) is one of three naval bases providing enabling support as part of the nation’s defence strategy. In doing so, HMNB(P) seeks to improve through science and technology to strengthen its security and defence at home and overseas. This requires continuous improvements in building capacity, capability and resilience through its people. It is the home base for RN ships and personnel preparing for operations. A key component of achieving this support is the ability to deliver the full range of increasingly sophisticated engineering support services. The Naval Base Commander Portsmouth is pleased to offer an exciting opportunity to play a crucial role and lead the HMNB(P) Physical Development Team. Job Description RN Physical Development (PDev) programmes contribute significantly to the development and sustainment of the Moral Component of Operational Capability by delivering individuals who are mentally and physically robust with a high degree of war-fighting spirit. PDev contributes to fitness, teamwork, leadership, self-discipline, determination, co-ordination, courage, competitive spirit, individual and collective resilience and consequently military ethos, all inextricably linked to operational efficiency. In support of the personnel ‘Live Well’ strategy, this role is the lead for aspects of establishment physical development infrastructure, equipment and health & safety through both public and non-public funding. The Physical Development Manager (PDM) is responsible for managing the day-to-day establishment Physical Development Programme in HMS NELSON and Sail Loft gymnasiums, gym equipment and establishment Adventurous Training / Challenging Activities and equipment (including associated contracts and H&S compliance). This post includes Line Management and Counter Signing Officer reporting responsibilities. In support of Command objectives, the Physical Development Manager will: On behalf of the Head of Establishment, be responsible for availability of all PDev facilities and equipment, their health & safety, maintenance, replacement planning and business continuity. Managing a small team of Subject Matter Experts to support you in this area. Function as the establishment Single Point of Contact for PDev infrastructure business and broker contacts with specific business areas to support any tasks required. Coordinate the development of a weekly establishment PDev programme and suitably advertise this programme within the establishment. Ensure that an appropriate Challenging Activity Leader Awards (CALA) database of qualified Leaders is maintained, updated and that an appropriate methodology is available to support CALA from the establishment. Monitor customer activity and develop an understanding of customer issues, resolving or escalating where appropriate. Be proactive in holding meetings with high profile customers to facilitate real-time working and customer engagement. Membership of appropriate H&S and Unit Health Committees. Coordinate establishment contribution to regional PDev events in liaison with the Deployable Regional Unit. Work with H&S management to monitor and ensure all unresolved building and PDev equipment related risks are escalated appropriately. Manage devolved budgets in accordance with the financial procedures outlined in the budget delegation. Responsible for the management of all staff within their area. This includes staff performance, development and annual appraisal through to sickness absence management. Produce relevant reports as required and ensure all correspondence is replied to within agreed timescales. Liaise and form good relationships with internal and external stakeholders. Person specification The ideal candidate will be expected to have a proven track record and experience in people management, physical development and delivery and the interpersonal skills to conduct necessary stakeholder engagement. Knowledge And Experience We are looking for an enthusiastic, articulate, well-organised and highly motivated individual to join the PDev team. You will need to be an excellent communicator, a great team player and confident to use your own initiative to make effective decisions. A good knowledge and understanding of general health and safety is essential. MOD experience, knowledge of policy, health and Safety and building control will be advantageous. Experience of using Microsoft applications such as Word, Excel, PowerPoint, Outlook and SharePoint. Strong organisational skills. Motivated to deliver consistent and standard good service.
