*The closing date for this position is the 22 nd March 2026* BSO Finance Business Partner Band 6 Finance Department, Franklin Street, Belfast Temporary (At least 6 months with possibility of extension) £19.78 per hour 37 hours per week Main Purpose The BSO’s Finance Department provides a range of Accounting and Financial Services both within BSO, engaging with all Directorates across the organisation as well as to a number of Client Organisations across Health and Social Care. The post holder will work with the Finance Business Manager and Senior Accountants in delivering a range of financial management, financial accounting and business support services to both BSO Directorates and HSC customer organisations and will support the delivery of the overall BSO finance objectives acting as a key member of the wider finance team. This will include working with the Finance Business Managers in the production of regular, meaningful financial analysis reports to facilitate effective budgetary control at Directorate or ALB / HSC customer level and assisting in analysing and evaluating complex problems. Main Roles and Responsibilities HSC CUSTOMER FINANCE SERVICES As Finance Business Partner to specific HSC customers, the postholder will support the Finance Business Manager in providing a range of financial and management accounting services and in year reporting to BSO external customers (NISCC, CCGANI, NIPEC, RQIA, NIMDTA and PCC). Preparation of year end financial accounts on behalf of BSO external customers. Preparation of monthly management accounts for BSO external customers. This will include the production of regular, meaningful financial analysis reports to facilitate effective budgetary control. The postholder will review and report on the monthly financial services database and prepare in year customer assurance reports. Preparation of customer monitoring returns for DoH. Assisting with the annual budget setting process for customers, making recommendations for changes to the budget setting policy. Assisting in the production of meaningful income and expenditure information to customers. The post-holder will assist customers in undertaking the financial aspects of budget setting, service re-profiling, service developments/retractions and other ad-hoc financial costings as required. Through the variance analysis process assist the customer in producing meaningful forecasts of year end outturn, developing strategies for achieving breakeven and managing associated risks. Ensure appropriate accounting procedures are adhered to. Assisting in the preparation and update of finance service level agreements (SLAs). Contribute to the promotion of a culture of continuous service improvement amongst staff, encouraging participation and that of customers in reviewing and modernizing current services and in-service development. Liaise with internal and external audit as appropriate. Attendance at customer audit committees as required. To liaise closely with professionals (Finance and non-Finance) within BSO, DoH, Advisors, Contractors, Trusts and other agencies as required. Assist with the provision of analysis, interpretation and evaluation of financial and non-financial data. Assisting customers with financial analysis and plans and projections as required. Assisting in the provision of budgetary control training for budget holders and other non-financial managers. Support the customer in formulating plans for change, articulating risks and appraising options. BSO INTERNAL FINANCE SERVICES Financial Planning and Budgetary Support Working as a finance business partner to specific BSO Directorates, manage the day to day relationships with a range of budget holders Work with the Finance Business Manager in delivering monthly accounting, budgeting and forecasting services to senior budget holders within specific BSO Directorates Essential Criteria: (Please note that Platinum Recruitment NI Ltd require original certificates as proof of all qualifications listed on CV) Part qualified Accountant having completed the foundation level of professional Accountancy examinations with one of the six professional accounting institutes (ICAEW, ACCA, CIPFA, ICAS, CIMA or ICAI). Have a minimum of 2 years’ experience working in an accounting / finance role. Please note, this should include a minimum of 1 years’ experience within a financial management / management accounts role, which should include experience in regular budgetary reporting to budget managers, provision of support to budget holders and annual budget build. Have worked with a diverse range of stakeholders, both internal and external to the organisation, to achieve successful outcomes. Have advanced IT skills in relation to MS Office (in particular Excel) applications and experience of working with financial systems including a computerised accounting ledger and budgetary control system High level of organisational, communication, leadership and interpersonal skills. Ability to deal with / influence other Business Units and outside agencies at senior levels.
