NWSSP Procurement Services has an exciting opportunity for a Deputy Head of Procurement within the Professional Procurement Services Division, based at Hywel Dda Health Board.

The role involves leading Frontline Integrated Partnerships, overseeing procurement operations, and delivering key objectives set in the Integrated Medium-Term Plan--including sourcing strategies, clinical engagement, savings delivery, and supporting Welsh Government's goal of net-zero carbon emissions by 2030.

Additionally, the post holder will play a key role in West Wales regional collaboration, leading sourcing and procurement activities while applying commercial acumen in a rapidly evolving NHS landscape. The role requires stakeholder engagement, ensuring visibility and integration of Frontline team members across sites.

Welsh language skills are desirable; Welsh and English speakers are encouraged to apply.


Main duties of the job

Responsible for leading and managing a team in delivering a business-critical portfolio of clinical and non-clinical procurement projects across the Health Board and partner organisations, for the delivery of cash releasing and non-cash releasing efficiency saving, to support the ongoing financial challenges facing both the Health Board and the NHS more widely.

Manage, motivate and provide leadership to own team providing clear goals and targets through deployment of the agreed performance management framework.

Provide specialist procurement leadership, technical expertise and advice across the wide and diverse range of the Health Board service areas and disciplines, supporting clinical and non- clinical services to understand and comply with corporate and statutory governance.

Develop own team and enhancing capability through providing technical expertise, motivation, delegating and by providing hands-on training, cross skilling and providing opportunities for 'learning-by-doing' and giving feedback to team members in order to maximise their potential and achieve key results.

Lead and develop the clinical and non-clinical procurement team to develop sourcing strategies with stakeholders and embed and deliver a category management and business partnering approach to strategic and operational procurement delivery.

Person Specification


Qualifications/Knowledge

* Postgraduate degree (MA/MSc/MBA) or demonstrable equivalent experience in a relevant field
* Qualified to MCIPS
* Specialist knowledge of contract law/EU legislation to support public procurement
* Understand business benefits supporting introduction of e-strategies, including e-tendering, auctions and catalogue management
* Sound knowledge of NHS and government policies, and the political and economic climate within which healthcare is delivered.
* Sound knowledge of strategic and operational procurement management.
* Qualified in project management, i.e., PRINCE 2 or alternative methodology


Experience

* Experience of successfully using service/process improvement/ culture change methodologies i.e., LEAN, Six Sigma or equivalent.
* Demonstrable track record of achievement of operational management, and delivery of operational strategic objectives
* Proven experience of handling 'complex' and/or high value procurements on time, and within budget.
* Expertise in EU procurement and contract management, obtained via further training and/or relevant experience
* Experience of Category management
* Experience of people/staff management
* Political awareness, displaying a clear understanding of the implications of both national and local agendas and how these may be managed.

* Strong leadership skills and ability to lead by example
* Ability to develop and implement multi stranded business plans where comparison of a range of options is needed
* Excellent communication skills, written and oral; articulate and robust in presenting ideas
* Track record as a manager of people, and ability to build, lead, motivate and develop teams using appropriate management and development systems and theories
* Well development influencing skills with significant experience/negotiating skills, a good builder of productive relationships.

* Self-motivated
* Good organiser of time and activities, able to identify key issues and priorities, and work to stretch targets
* Ability to analyse and act upon highly complex data sets
* Ability to function both as a team player and self-motivator
