Reporting to the Executive Director of Adult Social Services (DASS), with direct access to the Chief Executive, you will influence public health strategy at the highest level, advise elected members and senior leaders, and lead a substantial team.

Job responsibilities
The Director of Public Health (DPH) is the system leader for improving health and wellbeing, reducing health inequalities and protecting communities from public health hazards. The DPH is a statutory chief officer and principal adviser on health matters to elected members, officers and partners, with leadership across prevention, health improvement, health protection and health care public health.
The DPH adopts a leadership role within the Integrated Care System (ICS), working with the Integrated Care Board (ICB) and Integrated Care Partnership (ICP) and at place. As a member of senior leadership teams, you will help develop corporate strategies and allocate resources to meet statutory and service requirements for Norfolk.
Lead a function to deliver high quality, value-for-money services aligned to the County Council’s vision and resident-focused outcomes. Be a visible system leader within health and wellbeing partnership arrangements, using resources to tackle determinants of health and reduce inequalities. Inspire community-driven, asset-based solutions and work with diverse partners to deliver better outcomes.
Work closely with local NHS colleagues and lead a team in developing a strategic approach to improving population health and reducing health inequalities through:
Health Improvement
* developing healthy, sustainable and cohesive communities
* promoting healthy behaviours
* addressing local needs such as childhood obesity and smoking prevalence
* developing a strategy to reduce health inequalities
* linking wider social determinants of health to long-term improvements
Health Protection
* addressing infectious disease threats and liaising with UKHSA teams
* emergency preparedness including pandemic influenza
* advising on environmental threats
* supporting immunisation and screening programs
Health Care Public Health (HCPH)
* supporting and informing NHS and Council commissioning to be effective, cost-effective and equitable
* leading health and social care service integration
* ensuring high-quality analytics and Population Health Management (PHM) use across the system
Demonstrate expertise in Faculty of Public Health competencies and those in the person specification.
Context
The DPH reports to the Chief Executive and Leader of the Council and is accountable to the Executive Director of Adult Social Services, with direct access to elected members and the Chief Executive as statutory DPH.
The DPH is a registered public health specialist (GMC/GDC/UKPHR). An initial job plan will be agreed and reviewed annually.
The DPH leads Norfolk’s health improvement and protection responsibilities, and drives partnership working with public and private sector agencies on key priorities including community safety and health equity.
Section 73A(1) NHS Act 2006 outlines duties for public health functions and emergency planning; it also covers collaboration with police, probation and prison services and reporting on local health.
Person Specifications and Qualifications
Qualifications
* Inclusion in the GMC Specialist Register / GDC Specialist List or UK Public Health Register (UKPHR). If specialty is not public health medicine, equivalent training/experience acceptable.
* Up-to-date CPD in line with Faculty of Public Health or recognised body requirements.
* MFPH by examination, exemption or assessment.
Experience
* Experience of managing major change to deliver service improvements.
* Senior-level management of a large, complex organisation.
* Experience working with a wide range of services and professionals to develop policies and strategies.
* Experience in service, business, risk and resource planning and management.
Desirable
* Minimum three years in senior public health practice.
* Scientific publications or conference presentations.
Other
* Politically restricted post.
* Role requires safeguarding awareness, mandatory training (GDPR, etc.), and flexibility to undertake other duties within the grade.
