Are you ready to lead transformational change in health and social care commissioning? Buckinghamshire Council is seeking a dynamic and experienced Strategic Commissioning Manager to join the Adults' Disabilities and Autism team within our Adults and Health directorate.
This key role is part of a project aimed at shaping and delivering integrated, high-quality services to improve outcomes for people with learning disabilities and complex needs. The position is 0.5 FTE for 12 months, until August 2026.
Our new Commissioning and Procurement Hub combines strategic and operational commissioning, including Quality, Placements, and procurement colleagues, to maximize the effectiveness of our commissioning cycle and ensure value for money.
The role focuses on the Specialist Review project, working with a multidisciplinary team to ensure individuals receive appropriate services, achieve positive outcomes, and providers deliver quality, cost-effective services. Responsibilities include negotiating with providers, benchmarking costs, and identifying gaps to inform future commissioning plans.
Your responsibilities will include:
1. Leading commissioning activities on the project.
2. Driving innovation and continuous improvement across services.
3. Engaging with providers, communities, and stakeholders to shape services.
4. Ensuring compliance with statutory requirements and safeguarding standards.
5. Supporting business planning, financial oversight, and risk mitigation.
6. Deputising for the Strategic Commissioning Lead when required.

Candidate profile:
* Substantial experience in commissioning within health or social care.
* Expert knowledge of the commissioning cycle and relevant legislation.
* Strong communication, negotiation, and stakeholder engagement skills.
* A track record of delivering innovative, outcome-focused services.
* Ability to manage complex projects and priorities.
* Collaborative mindset and commitment to continuous improvement.
* Degree-level education or equivalent, with a passion for high-quality public services and ability to work across organizational boundaries.
