Liverpool
Job Purpose:
1. To receive, control and process import documentation necessary to facilitate clearance procedures through the relevant authorities.
2. External contact with customs clearance agents, shipping lines, regulatory authorities, and suppliers as necessary.
3. Resolving issues with the supplier, regulatory authorities and shipping agents as required.
4. Check & update any changes to HMRC tariffs and inform the business of changes.
5. IUU Due Diligence.
6. Weekly deferment reconciliation.
7. Owner of the Return to Supplier process.
Key Responsibilities:
8. Identify those consignments arriving at port or within 4-5 days of UK arrival whereby necessary documents or correct documents have not yet been received and follow up with supplier.
9. Manage notification of consignments with document issues to the relevant Regulatory authorities to avoid rejection of stock and fines.
10. Inform the business regarding any delays and unforeseen issues which could lead to stock shortages.
11. Receive and record receipt of all special deliveries of documentation. Maintain records for traceability. Check vessel ETA’s and file in order of arrival. Ensure supplier invoices are passed to accounts as required.
12. Ensure timely and effective management of processing of import documentation to ensure adherence to Regulatory requirements.
13. Manage and verify accuracy of documentation supplied (e.g. Invoice, preference certs, health certs, catch certs, and bills of lading) against SAP shipments in transit and incoterms.
14. Chase supplier/buying/accounts for any missing or replacement documentation to minimise disruption to supply chain and ensure the correct documentation for products of animal origin is provided to facilitate clearance by the UK Port Health authorities.
15. Manage the import process in Excel, maintaining a sequential referencing system.
16. Instruct forwarding agents/carriers; detailing commodity codes, duty rates, preferences, tariff quotas and special procedures to be applied for to ensure goods are cleared at the most favourable duty rate.
17. Prepare and process customs documentation, including import declarations using inhouse customs management software, ensuring accuracy and completeness.
18. Claiming MUCR numbers for inventory linked goods passing through a DESTIN8 or COMPASS UK port.
19. Submit an import notification on IPAFFS to tell APHA about imports of products of animal origin at least 24 hours in advance of the goods arrival at a UK port. This is also known as a Common Health Entry document (CHED).
20. Awareness and practical use of The Border Target Operating Model.
21. Ability to use and understand HMRC Tariff Classification service (on-line tool).
22. Use of AEB – specialist software to prepare brokers instructions and self-file.
23. Use of Customs Declaration Service.
24. Monitoring Community Service Provider (CSP) notification status to identify consignments that have been selected for an identity check (A-ATEF) or physical check (B-ATEF).
25. Processing IUU Notification using PHILIS DES system to generate pre-notifications of Certificate of Inspections (COI) and Illegal, Unreported and Unregulated Fishery products (IUU).
26. Compilation of insurance declaration schedules per import consignment for uninsured shipments calculating insurance premiums due.
27. Resolve any issues raised by Regulatory authorities or agents with the supplier requesting the necessary corrective action in a timely manner to minimise disruption to supply chain.
28. Receive tariff updates from HMRC monthly. Review rates of duty; record any changes on departmental spread sheets.
29. Proactively advise the business regarding any changes to duty rates and preferences we pay the lowest rates of duty possible.
30. Perform IUU due diligence checks on catch certificates to ensure they are not on the illegal unreported, unregulated fishing regulation (IUU) blacklist and are legally compliant to the regulation.
31. Reconcile duty deferment statements as required and ensure any over or under payments of duty to HMRC are declared.
32. Manage the return of out of specification goods to suppliers. Liaising with shipping lines, buyers, deployment, and warehouse Ensure duty is reclaimed where possible.
33. Assist Customs Compliance Manager as required.
Role RequirementsKnowledge, Skills & Experience:
34. Graduate or relevant experience i.e., Hold or be working towards a recognised qualification in international trade.
35. Post Brexit import knowledge
36. Knowledge of regulatory requirements relating to the import process including the illegal, unreported unregulated fishing regulations (IUU) which attract severe penalties for noncompliance.
37. Understand all aspects of the supply chain.
38. Ability to prioritise own workload and work to strict deadlines
39. Ability to establish strong relationships with supply chain partners.
